Our context

At the centre of the electricity sector in New Zealand, Transpower's position as grid owner and system operator creates a wide range of policy and regulatory activity, including rules for our investments, engaging in policy debates with national impact, and integrating regulatory understanding with business practices.

With the transition to net zero emissions, significant multiyear expenditure on the grid is required. The regulatory framework, both on the Commission's side and the Electricity Authority's side, needs to evolve.

About the team

The Regulatory Affairs team, within our Corporate Governance division, is the Hub within a Hub-and-Spoke model for regulatory activity cross-business.

The team helps Transpower to understand and meet our regulatory obligations, maintain relationships with key industry regulators, deliver effective advocacy (often by written submissions) and provide centralised regulatory affairs oversight cross-business. The team leads delivery of Transpower's five-yearly multibillion-dollar expenditure proposal to the Commerce Commission and engages with the Commission on the application of the regulatory framework.

The team also engages with customers (generators, retailers, distributors, and large organisations that are directly connected to the Grid) to understand their challenges, opportunities, and potential risks to ultimately develop ways forward together.

About the opportunity

In this high visibility, high profile role you will be working closely with the Head of Regulation and the Transpower Executive Leadership team in Wellington, providing thought leadership both internally and externally, working to improve the regulatory framework - identifying barriers and initiatives to ensure Transpower can evolve and continuously improve to meet our strategic priorities and the demands of a growing energy sector.

You'll build strong constructive relationships, engage in respectful interactions, and produce high-quality deliverables e.g., https://www.transpower.co.nz/our-work/industry/regulatory-submissions. You'll provide advice on Transpower's economic regulation and incentive settings and help the business to interpret and understand its regulatory obligations, risks, opportunities, and incentives.

Coaching and mentoring both within the team and across the business, you'll share your knowledge and experience and develop Transpower's regulatory capability and influence critical regulatory decisions. You'll be involved in interesting and challenging projects and over time could move laterally or into people leadership.

You'll be privy to a unique view across the electricity sector in New Zealand, allowing you to deepen your expertise during an exciting time of growth and change as we look to meet sustainability goals and a net carbon zero future.

Some of your focus areas over the next 12-18 months will include:

• Engaging internally and with the Commerce Commission on the Input Methodologies review. A lot of work has already been done, but you will take the lead on this including pulling together any final responses and ensuring Transpower staff understand the implications
• Supporting the completion of our fourth regulatory control period proposal and engaging with the Commission on its review
• Supporting our investment team with its submissions to the Commission for major capital investments

What will you bring?

You'll have outstanding verbal and written communication and influencing skills to be able to clearly and confidently articulate complex subject matter to audiences of all levels.

Your CV and cover letter will demonstrate:

• A relevant degree qualification e.g., Economics, Accounting, Statistics or Mathematics
• Significant commercial / regulator experience ideally working within service providers such as Telco, Electricity, Transport, Water, government regulators or within a consultancy
• High-quality modelling, analysis, and data distillation experience, including excel modelling expertise, (ideally financial, discounted cash flow, and/or cost benefit modelling)
• Advising organisations and/or government entities on strategic or policy issues
• Outstanding expectation management ability, including identifying and working with changing priorities, whilst delivering high quality outputs e.g., economic models or regulatory disclosures ideally presented to senior/executive leaders
