The EVP, Chief Financial Officer (CFO) plans, organizes, directs and controls all corporate financial and operational activities within the company. This position is responsible for all financial policies and procedures, and the performance of all department functions, including Servicing Operations, MIS, Human Resources, Corporate Accounting, Legal/Compliance, Quality Control, Treasury, and Asset Acquisition. The CFO also participates in the formulation and implementation of bank wide strategies and objectives as they relate to the financial management of Cenlar.

Responsibilities
  • Develops, implements and communicate financial reporting activities of company, including CFSB and CCC
  • Reviews and analyzes all contract provisions to assure financial soundness
  • Directs treasury functions including cash flow and cash needs
  • Oversees budget preparation, and ongoing forecasts for CFSB and CC
  • Servicing Valuations
  • Manages and evaluates organization’s interest rate risk
  • Ensures compliance and act as regulatory liaison with regulatory agencies for CFSB and CCC
  • Reviews and approves audit and quality control standards, and assure standards are being met
  • Reviews and approves plans for the control of departmental outputs, budget, spending, personnel efficiency, and customer service
  • Reviews performance against operating plans and standards
  • Presents monthly reports on performance as requested by CEO
  • Reviews and approves corporate operations policy
  • Reviews and approves cost control reports, manpower, and facilities requirements forecasts
  • Reviews and approves operation’s major projects involving major functional changes
  • Approves organization’s technology program, to broaden the scope of the organization as a leader in service and technology
  • Serves as member of Executive Committee responsible for management of financial and operational priorities
  • Co-manages in concert with Executive Committee, relationship with FNMA, and FHLMC
  • Strategically establishes and maintains a comprehensive human capital program, which broadens the scope of the organization as a leader in service and promotes Cenlar as a great place to work
  • Directs oversight for organization’s cash management
  • Provides financial modeling as needed to establish strategic business plan goals
  • Manages corporate taxation for CFSB and CCC
  • Manages and maintain corporate insurance programs
  • In concert with CEO, organizes, prepares and manages long term equity, ESOP, and option plan
  • Manages the organization Asset Acquisition activities
  • Member of Asset Liability Management Committee (ALMAC) which lead the asset/liability management process, directing data analysis, discussion, and decision making in covert with the Bank’s asset/liability and investment advisors
  • Manages the bank’s investment policy via ALMAC
  • Establishes objectives and procedures governing the performance of assigned activities. Issue specific annual objectives to immediate subordinates and reviews objectives of the operations management
  • Directs, monitors, and appraises the performance of units immediately reporting
  • Maintains effective communications for organization, informing employees of company/departmental plans and progress.
  • Control and evaluate the organization’s fundraising plans and capital structure
  • Ensure cash flow is appropriate for the organization’s operations
  • Supervise all finance personnel (controllers, treasurers etc.)
  • Manage the EPMO office
  • Prepare ALCO reports and communicate to interested parties regularly
  • Manage vendor relationships
  • Manage our real estate leases and property management
  • Prepare reliable current and forecasting reports
  • Set up and oversee the company’s finance IT system
  • Ensure compliance with the law and company’s policies
  • Manage team of financial controllers and financial analysts
  • Coordinate and report on requests from outside auditors, regulatory officials, rating agencies, etc. as needed
  • Maintain strong relationships with the other members of the Executive Team and Senior Management Team by fostering teamwork and mutual trust
  • Attend all board meetings, furnish financial reports and present all relevant financial information as required
  • Works with managers to develop and monitor individual and departmental goals and provides effective feedback and guidance on a regular basis; Holds managers accountable for meeting these goals
  • Leads effective performance management and professional talent development across all respective departments
  • Appropriately assess risk when business decisions are made, include but not limited to compliance and operational risk. Demonstrate consideration for Cenlar’s reputation as well as our clients, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
  • Ensure all activities are in accordance with Cenlar’s approved risk appetite statement and applicable compliance and regulatory requirements.

Interface:
  • External - Accounting firms, regulatory agencies, OTS, SEC, FHLB, Investment Bankers, Investment Firms, Servicing Brokers.
  • Internal - All levels of the organization

Qualifications:
  • Bachelor’s degree in finance, accounting, economics, mathematics or equivalent experience
  • Master’s degree preferred
  • Minimum of 15 years of experience in senior leadership role, preferably in the mortgage banking industry
  • Excellent organizational skills and ability to multi task to manage multiple large-scale complex projects enterprise-wide
  • CFO experience at a regional or community bank that is OCC regulated is required
  • In depth knowledge of corporate financial law and risk management practices
  • Excellent knowledge of data analysis and forecasting methods
  • Proficient in the use of financial management software
  • Strong customer service skills to effectively execute the strategic goals and mission of Cenlar, while demonstrating Key Success Factors
  • Effective listening, communication, and presentation skills to present complex topics to senior management in a persuasive manner
  • Strong problem solving and analytical skills to come up with a mutually acceptable solutions utilizing available resources with diverse perspectives
