SUMMARY: Directs the general accounting, financial reporting and tax operations of NRA Institute for Legislative Action (ILA) and NRA Freedom Action Foundation (FAF), ensuring conformity with Generally Accepted Accounting Principles, IRS regulations and policies and procedures applicable to the NRA Office of the Treasurer. Finalist is subject to credit/criminal background checks as a condition of employment.

ESSENTIAL RESPONSIBILITIES:
1. Ensures the timely and accurate completion of ILA and FAF monthly financial statements and related analytical review. Manages the month-end close processes, including oversight of calendar deadlines, review and/or preparation of all journal entries and reconciliations, preparation of financial statement fluctuation analysis comparing actual results to prior year and budget expectations, and resolution of unexpected results.
2. In cooperation with Managing Director-Financial and Regulatory Compliance, ensures the recording and reporting of ILA financial transactions, facilitates efficient monitoring of lobbying and political activity compliance.
3. Approves and is one of two signers on all ILA and FAF disbursements, including checks, ACH payments and wire transfers.
4. Works cooperatively with ILA's Managing Director-Financial and Regulatory Compliance in reviewing any journal entries or reconciliations prepared by the other.
5. Oversees the proper recording of all ILA and FAF contributions. Ensures all contribution data is properly maintained in the donor database and that contributions are reconciled monthly between financial and data management systems.
6. Oversees proper recording and maintenance of endowment and other restricted contribution revenue to ensure donor intentions are satisfied through appropriate expenditures for designated purposes.
7. Ensures litigation defense expenses are appropriately tracked and applied to grants received and that grant revenue is properly recorded.
8. Ensures processes are developed and maintained to support accurate and timely processing of accounts payable in accordance with NRA and ILA policy and procedures. Verifies proper preparation of check requests with appropriate approval, retention of completed Form W-9s, and proper account coding. Reviews and verifies all disbursements in conjunction with cash availability reports and projections.
9. Responsible for review and final approval of expense reports, ensuring adherence with ILA travel expense policy, departmental approvals and proper account coding. Works in cooperation with appropriate ILA staff in resolving any questions or exception items.
10. Manages intra- and inter-company activity and reconciliations between ILA, FAF and NRA HQ and/or any other NRA affiliates, researching and resolving any discrepancies as necessary.
11. Ensures accurate and timely reporting of monthly departmental results and budget comparisons is distributed to ILA Directors and assists with requests for any additional information as needed.
12. Responsible for preparation of ILA's annual budget, coordinating with other NRA department personnel as needed.
13. Stays current with applicable not-for-profit accounting, disclosure and tax issues.
14. Responsible for preparation of year-end financial statements, notes and related workpapers for the annual financial statement audit and facilitates auditor requests for ILA and FAF. Oversees the preparation of FAF's annual report.
15. Responsible for preparation of the annual 990 and related state filings for FAF, as well as annual 1099 and 1096 filings. Ensures relevant 1099 data is transferred to NRA Financial Services for inclusion in NRA 1099 processing.
16. Works with NRA's Office of General Counsel to complete state charitable solicitation and annual report filings for FAF.
17. Responsible for management of all ILA and FAF banking relationships.
18. Supervises, trains and evaluates accounting staff in the accurate, timely completion of routine daily/monthly responsibilities. Prepares employee performance reviews in accordance with Human Resources policy.
19. Oversees record retention processes for ILA and FAF and ensures adherence to applicable procedures.
20. Responsible for documenting and/or maintaining ILA and FAF policies and procedures.
21. Performs special projects and other duties as assigned.

SCOPE: Extensive interaction with ILA management and other key NRA personnel, as well as members of the financial community. High work volume is deadline sensitive. Strong time management skills are necessary. Occasional travel required. Extended work hours required at certain peak times, as necessary to meet established deadlines.

EDUCATION AND EXPERIENCE: B.S. in accounting or finance and a minimum of seven years nonprofit accounting experience, at least five years of which include leading full-cycle accrual basis general ledger accounting processes. CPA required. Experience working in a political environment a plus.

KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of Generally Accepted Accounting Principles and nonprofit accounting and taxation essential. Excellent oral and written communication and organizational skills required. Fully skilled in use of personal computers, spreadsheet software, and financial accounting systems. Microsoft Dynamics SL experience beneficial, but not required.
