Job Description
Our UK&I Civil Infrastructure Commercial Team is currently looking for a Commercial Manager for the Rail Bridges and Structures (RB&S) business sector. AECOM's commercial teams link the operational requirements of the business with the key corporate functions such as finance, legal and risk.
This role is an excellent opportunity to understand the wider AECOM business approach and develop skills in risk and operational management. The role would suit self-motivated individuals looking to advance their career in a dynamic and growing team.
The Civil Infrastructure Commercial Team currently comprises 12 staff providing a wide range of commercial expertise and experience to our Operational and project teams in RBS, Roads, WPP, Consulting and Major Projects.
We report to the Civil Infrastructure Management team who support the growth and enhancement of this group with candidates showcasing a sound technical background who are able to demonstrate a clear understanding of the industry and will form a pivotal role in the commercial success of our business.
The Commercial Manager would support the Commercial Directors and Sector facing Deputy Commercial Director, working closely with the Operation teams on a vast range of local, national and international opportunities and projects.
The Commercial Team support the technical staff so that our bids and projects are commercially robust; ensuring areas such as pre-bid, tender, contracts, liability, warranties, payment terms, security instruments, tax, fx, insurance, and compliance have been suitably addressed.
Advice and input are also provided by the commercial team into complex pricing structures and models and ongoing project reviews, and project issues.
Our clients are from the private and public sector and our leading UK clients include Network Rail, TfL, numerous Local Authorities, as well as many leading contractors and developers.
We have an impressive portfolio of major national and international projects that the commercial team have been heavily involved in the development and successful delivery of.

Job

Responsibilities:

- The appropriate level of technical expertise is required in order that the Job / Project Accountabilities listed below can be carried out to the necessary standard
- Provide risk and commercial advice during the bid and project lifecycle to assess performance and provide support to the wider Civil Infrastructure business, project, market sector and/or business development leadership
- Support the commercial strategies on bids and support or lead on contractual negotiations
- Support and manage the development of Europe and India Risk Committee submissions and take the lead position on key commercial issues on risk calls
- Work with various bids and proposals teams to support and critically analyse the pricing documents, qualifications, and project execution methodology
- Liaise with other corporate teams such as Finance, Legal, HR, Insurance, Tax, Treasury and the Office of Risk Management to provide all financial and commercial inputs into bids and proposals
- With support from the finance function provide effective reporting and forecasting of the commercial performance within the business sector
- Carry out detailed analyses of challenged projects and report on the issues and findings from both a commercial and finance compliance perspective
- Conduct lessons learned reviews to identify common risks and opportunities and disseminate as appropriate
- Support the commercial team's business improvement initiatives such as the standardization of models and processes as well as the approach and tools used by projects to monitor and control their performance
- Ensure project Change Management is implemented rigorously with a focus on commercial implications of change, manage commercial risk and opportunity generally
- Ensure that internal and project activities meet both internal company standards and external regulatory requirements
- Review and monitor bid commercial terms to ensure that the district operational strategy is achieved
- Support the development and upskilling of DPM, PM and PD community
- Ensure that project delivery processes are followed
- Lead on and ensure completion of Tier 1 reviews and Healthy Start Reviews.
- Hold monthly project reviews with PMs and report any project impacts.
- Apply contractual mechanisms, preparation of CE quotations and manage negotiation to agreement
- Attend regular progress meetings and change control meetings with the clients where required
- Input to Risk Register and assessment of risk allowance in financial reporting
- Work with and provide support to Project Managers
- Work with AECOM discipline leads to identify and assess change
- Work with Project Planner to capture and monitor changes to the Project Programme
- Manage internal AECOM reporting processes, Earned Value Management and EAC's
- Manage supply chain contracts, payment applications and invoices
- Undertake regular programme and cost reconciliationInternal governance
- Support the Commercial Directors and take some responsibility for ensuring that all project proposals that require delegations of authority ("DoA") approval are referred to the appropriate individual or risk committee for the purpose of seeking approval.
Qualifications
MINIMUM REQUIREMENTS:
The candidate will require the necessary skills and experience to deliver the role however, training and development of the candidate will form part of the job.
The following list is desirable and where possible should be demonstrated within the candidate's CV.
- Experience in contract procurement for complex multi-disciplinary projects including the drafting and negotiating of bespoke, project-specific agreements
- Experience and ability to negotiate terms directly with clients or their legal/commercial representatives
- Previous pre-contract procurement experience in procurement and/or commercial management for large value projects with fee values in excess of £ 1 million
- A good understanding of risk management procedures and processes
- Demonstrate commercial acumen, strong business analysis skills and the ability to interpret and understand complex financial systems and reports
- Experience gained within a legal, commercial or financial role within the construction and property industry
- Knowledge of FX and tax implications on multi-regional costing
- Basic knowledge of English commercial law and specific knowledge of contract law with respect to the built environment; experience in a range of forms of contract such as NEC3, JCT, Govt Frameworks, FIDIC
- An ability to interpret and understand financial and commercial considerations relevant to the successful winning and delivering of work
- Experience in both non-contentious drafting/negotiations, as well as dispute avoidance/resolution
- Good interpersonal skills including relationship building and communication at all levels and working collaboratively across the organisation; listening to other points of view while still being persuasive
- Demonstrates the AECOM behaviours, as defined by the performance and rewards process.
- Ability to stand in for the Commercial Director when required
- 5+ years' experience gained within a legal, commercial, or financial role within the construction and property industry
PREFERRED QUALIFICATIONS:The Candidate will preferably have a degree in business, finance, accountancy, law, surveying, or an engineering discipline. Postgraduate business qualifications are highly advantageous.
