JOB DUTIES
ESSENTIAL DUTIES:
Works under the direct supervision of the Administrative Services Director.
No supervision is exercised in this position.
May direct Administration Staff Accountant or other full-time, part-time or temporary staff as assigned.
Maintains City of Farmington vehicles to keep clean and notify supervisor immediately of any issues. Uses and maintains property of the City of Farmington wisely and with care.
Serves as a member of the department head's management team and budget team.
Assists the Administrative Services Director as workload demands.
This position may present financial reports to the Mayor and Council as needed.
Responsible for implementing the goals, standards and objectives of the Administrative Services Department as well as the goals, standards and objectives of the division.
Assists in management of staff development and completion of any other tasks that are necessary for the administration of the City's accounting systems including training staff in proper accounting procedures and facilitating problem solving through group discussions.
Performs technical and administrative accounting work necessary to maintain certain fiscal records and systems of the City. Analyzes, addresses and completes highly technical accounting transactions and processes.
Provides technical evaluations and recommends procedures for the resolution of accounting/financial issues. Assists departments and City staff with financial planning, monitoring, and reporting on performance measures.
Verifies account numbers, projects numbers, and work orders on reports, journal entries, and purchase requisitions.
Monitors, evaluates, records, classifies and summarizes financial transactions and events in accordance with Generally Accepted Accounting Principles (GAAP), City ordinances and the Governmental Accounting Standards Board (GASB).
Interprets and oversees the implementation of changes to accounting/reporting requirements including relevant GASB, FASB, State Audit Rule statements and standards, NM State Statutes, and GFOA recommendations. Analyzes and makes recommendations for the improvement of existing systems or creation of new systems.
Evaluates legal compliance of grants, financial administrative regulations, and state statutes.
Aids in preparation of the City-Wide financial statements, which must be in compliance with GAAP and other applicable accounting requirements.
This position will be responsible for any financial presentation software obtained by the City. They will aid in any point of the software process including selection, implementation, training with Administrative Services staff in addition to the other department staff who will be utilizing the software, and maintaining the information in the software.
Assists the Administrative Services Director with department administrative duties and assists with the compilation of written policies and procedures.
Prepares a variety of complex accounting reports and ensures timely completion of monthly, quarterly, and annual standard reports including completion of regular and special request accounting and budget projects; coordinates this activity with the Administrative Services Director. Works with the respective user department to verify report information accuracy.
Prepares Monthly Fund Reports as required to provide management information. Monthly Fund Reports include, but are not limited to, year-end cash projections, budget-to-actual comparisons, actual revenue and expenditure detail, and cashflow worksheets.
Records, tracks, and analyzes Gross Receipts Tax information on a monthly basis; collects data, compiles and prepares monthly financial/cash report for management.
Works with the Director to oversee the preparation of the annual City budget including, but not limited to the following:
- Projects gross receipts tax revenue, interest earnings and other revenue for the General Fund and other funds.
- Coordinates with the Human Resources Dept. to calculate accurate salary and benefit budget projections for the next annual budget.
- Establishes and maintains worksheets, including the chart of accounts, within the City's accounting system to facilitate the entering of budget data by each department.
- Establishes and maintains the City's budget reporting system for individual departments and the City as a whole.
- Compiles five year Capital Improvement Plan data for presentation in the City's budget document and the State ICIP.
- Prepares the Executive Summary and any requested financial scenario models for presentation to the City Council.
- Reviews the most recent Cost Allocation Plan and integrates the Plan into the current budget document.
- Monitors City budget and programs and prepares/submits budget adjustments to the City Council.
- Submits the City budget to the State and GFOA for review. Responds to State and GFOA comments and suggestions as necessary for approval/award.
Responsible for preparation of the annual City Program Budget Book. Assists with the preparation of the City's annual report and Popular Annual Financial Report (PAFR). Assists with the development of the annual budget slide presentation, including graphs and revenue/expenditure data, for the Community Public Input Forums.
Performs financial and budget analysis activities, which include researching and analyzing operational, fiscal, and other financial and budget data, and prepares applicable reports; reviews and analyzes departmental performance management plans; performs other related activities.
Assists Administrative Services Director with preparing Administration Division budget.
Must be knowledgeable of all City general and sales tax debt including reporting and accounting for issuance costs including consulting fees, legal fees, and amortization of any premiums or discounts.
Knowledgeable of the principal and interest debt payments with financial institutions. Provides technical assistance with the City's debt management activities, including quarterly analysis of the long-term debt portfolio and preparation of the long-term debt report and the maintenance of debt service schedules and the City's total debt obligation. Works with the Director to perform analysis of new debt options. Perform lease versus loan evaluations to determine the best financing option for the City.
Under the direction of the City Treasurer, aides in the management the City's investment portfolio in accordance with the City's investment policy. Aides in the development and maintenance of the City's investment policy and coordinates the activities of the investment committee. Works with the Controller to manage investment maturities to coincide with the City's cash needs.
Prepares monthly and annual New Mexico Department of Finance and Administration (DFA) Local Government Division Budget Forms. Completes the required reconciliations to the City's HTE accounting system to assure the integrity of the budget file.
Provides leadership and direction to team members in all situations, including but not limited to, pandemics, natural disasters, force majeure, vendor disruption, product shortage, personnel shortage, or other disruptive events. Develop and administer contingency plans as needed.
Executes and maintains the Emergency Action Plan, assigning roles, providing training and conducting drills as necessary to ensure team readiness.
Ability to maintain confidential and sensitive material.
Maintains and adheres to safety procedures.
QUALIFICATIONS:
This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
A pre-employment drug/alcohol test is required for this position.
Extensive background checks required.
Graduation from an accredited four-year college or university with a degree in economics, accounting, finance, business or public administration, or a closely related field, and three (3) years of progressively responsible municipal accounting or finance work, or any equivalent combination of education and experience. Post graduate degree in a business / economic related field is highly desirable.
Certification as a Certified Public Accountant (CPA) and/or Certified Public Finance Officer (CPFO) is highly desirable.
Valid driver's license with acceptable driving record for the past three years.
Accomplished knowledge of MS Excel required for this position.
Comprehensive knowledge of computer applications and software packages, including but not limited to, Central Square Public Sector, query programs, SQL Language knowledge, MS Word, MS PowerPoint, MS Access, Adobe Acrobat Professional, Google email software, and other electronic document management systems is preferred.
Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements, theories, and practices is preferred.
Knowledge of Governmental Finance Officers Association (GFOA) practices and principles is preferred.
Thorough knowledge of governmental accounting standards, procedures, and practices is preferred.
Knowledge of City operating and expenditure accounts including work orders and municipality accounting regulation as promulgated by the State is preferred.
Working knowledge of modern governmental accounting theory, principles, and practices; considerable knowledge of budgetary, accounting and reporting systems preferred.
Knowledge of New Mexico Department of Finance and Administration guidelines and New Mexico State Statutes preferred.
Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for City funds is required.
Excellent verbal communication, written communication, analytical and problem-solving, and customer service skills is required.
Ability to establish and maintain effective working relationships with employees, City officials; ability to communicate effectively is required.
Must effectively communicate with management, purchasing staff, inter-departmental customers and suppliers. Communications must be efficient and timely to keep all informed of issues and pertinent activities that affect them.
Demonstrated analytical and technical/computer skills using government accounting systems, and proficient in the use of personal computers and query programs.
Experience with independently identifying and analyzing complex accounting and financial systems problems and appropriately managing/delegating implementation of solutions through staff.
Ability to establish and maintain effective working relationships with the Administrative Services Director and staff, auditors, management personnel from other departments, employees and the administrative public.
Ability to establish priorities, work independently, and proceed with objectives with minimal supervision.
Strong work ethic, displaying initiative, adaptability, and integrity.
Ability to work under stress and handle stressful situations AND/OR must be able to manage a heavy workload under pressure with tight deadlines and frequent interruptions.
Ability to meet deadlines, prioritizes work, and be flexible with work assignments.
