Job Summary

The Payroll Manager will oversee and supervise the organizations payroll functions, including production and timely delivery of Bi-weekly payrolls, taxes, garnishments, payroll reporting and compliance related matters. Works closely with IS to resolve problems, plan enhancements, and oversee related testing in the system. The Payroll Manager uses an understanding of the NGHS payroll system to accurately pay employees in compliance with federal and state laws and regulations, such as the Internal Revenue Service (IRS) rules and regulations and the Fair Labor Standards Act (FLSA). The Payroll Manager assures proper tax treatment, accounting, and disposition of withholdings, such as taxes, deductions for benefits, charitable contributions, retirement contributions, other savings, etc. The Payroll Manager works closely with Human Resources and other Health System departments as well as the Dept of Revenue for the State of Georgia, Internal Revenue Service, Social Security Administration, and others receiving the proceeds from payroll deductions.

  • Educational Requirements: Associates Degree
  • Minimum Experience: Five years of progressively responsible in-house payroll processing experience is required. Supervisory experience is required. Payroll experience with a major employer with at least one thousand employees in a multi-entity environment is preferred.

Essential Tasks and Responsibilities
  • Manages and ensures execution of the overall payroll strategy, focusing on continuous improvement, simplification, and automation .
  • Develops and evaluates measurements and metrics to gauge effectiveness of the processes and systems
  • Utilizes Key Performance indicators to manage and drive change, creating and managing plans to address trends and issues.
  • Ensures proper payment of wages and salaries by managing those responsible for the preparation of bi-weekly and off cycle payrolls, assuring that the in-house payroll system is correctly processing salaries and reported hours worked, correctly utilizing paid leave and holiday pay, correctly accruing compensatory time, and correctly computing overtime.
  • Establish proper controls around the auditing of all payroll input/output to ensure that all payments are accurate.
  • Coordinate with operational/accounting teams to ensure accurate and timely compensation of staff for "special" pay check processing i.e. management incentives, employee incentives, gift checks, etc.
  • Manages oversight of all payroll related tax filings and any related issuance (i.e. quarterly 941's and annual W-2's) to ensure these are done timely and accurately, responsible for setting up new accounts with various federal and state agencies as required.
  • Works collaboratively with the Information Technology, Human Resources and Benefits departments to ensure the integrity of employee data is consistent with payroll system setup.
  • Ensure timely responses for all notices received from various federal and state agencies.
  • Acts as a point of contact and source of technical information regarding issues between the Payroll and Operations departments to resolve problems and/or operational/payroll issues that directly affect payroll output and payroll-related legal and compliance issues.
  • Collaborates and assists with the management of rolling out new initiatives, policies and strategies to teams.
  • Effectively communicates with management any material issues that arise in an effort to resolve in a timely manner.
  • Works closely with the Operational and Accounting teams to ensure efficient and timely integration of acquisition partners.
  • Ensure that Payroll staff is trained properly to ensure compliance, accuracy and timeliness in all areas of responsibility.
  • Develops a competent and efficient Payroll Office staff by supervising Payroll Analyst and Payroll Supervisor, assigning and monitoring their tasks, mentoring and developing, and driving accountability via ongoing feedback as well as in annual performance evaluations.
  • Provides customer service by responding to leader inquiries in a timely and accurate manner and overseeing customer service functions of all workgroups; Provide support/direction for process or problem resolutions.
  • Identifies enhancements to the systems supporting payroll and timekeeping processes while working closely with stakeholders in Human Resources, Finance, Operations, and Information Technology for functional support.
  • Coordinates with payroll software and time attendance system vendors and internal IS department regarding system enhancements, upgrades, and implementations with a strong focus on improvements in both the system functionality and supporting processes.
  • Supports organizational reporting needs by overseeing Payroll Analyst's creation of payroll reports and forecasts.
  • Creates and promotes a high performing team atmosphere with a focus on accountability, quality, partnership, service delivery and satisfying work experiences; Provides guidance, constructive coaching, and mentoring to prepare individuals for their next assignment.
  • Provides constructive and timely performance evaluations.
