  • Achieve the best outcomes for residents, value for money and compliance when sourcing goods, works and services.
  • Lead category management, market testing and e-procurement.
  • Provide professional procurement and commercial advice to the Assistant Director Procurement and Commercial, the Director of Finance, SLT and Members.
  • Support Members responsible for scrutinising performance and procurement, as required by the Director.
  • Create and develop an annual strategic long-term plan for the development of the category. Analyse data or insights to determine industry and consumer trends regarding the category, develop and maintain the category forward plan on a quarterly basis.
  • Lead on the procurement of high value and strategic contracts within the category.
  • Provide effective support and advice across departments about procurement and purchasing, corporate contract processes and procurement training.
  • Oversee category specialist/s and cross functional teams to ensure compliant procurement. Build and drive relationships with key stakeholders.
  • Assist contract managers in building relationships with suppliers to improve pricing and quality of services and to develop an exit strategy for underperforming contracts.
  • Develop and implement procedures and practices that enable the Council to meet its policy objectives including the efficiency requirements of the administration.
  • Liaise with the London Centre for Excellence, London Procurement Networks, West London Alliance, and other key bodies to ensure that the council implements best practice.
Duties
  • To lead on corporate procurement matters and provide high-level advice to the Assistant Director Procurement and Commercial, Director of Finance, elected Members and SLT. To attend Member meetings, Scrutiny Panels and SLT as required. To make policy recommendations concerning procurement.
  • To prepare complex and detailed reports, briefing notes, external correspondence, publicity and publications, and other material as required.
  • Define, gain agreement to, and implement strategic sourcing plans (including a pipeline of procurement opportunities) for one of the categories and sourcing initiatives in support of defined business goals and business roadmaps. Act as a single point of contact for the category and escalation point for the business contractor matters which require procurement/contractual expertise.
  • Use internal and external data and analysis, relationships, and specialist insight to provide a clear expert view (e.g., spend analysis, supply markets, sourcing value levers, supply market reviews, business case assessments etc.), to stimulate innovative problem solving within the business. Develop and commit to performance targets and provide reporting in line with business compliance and procedures
  • Be responsible for all procurement activity within your category, ensuring full compliance with public procurement law, commercial procedures, policy, governance, and assurance processes. Develop and continuously review market facing, category specific plans and framework management mechanisms delivering innovative propositions which meet the needs of the business
  • To manage and prioritise a complex workload. To develop and co- ordinate procurement strategy across the organisation, including the implementation of the procurement business plan, the market testing programme, corporate contracts, and e-procurement. To liaise with departments to ensure that a corporate approach to procurement is in place throughout the council
  • To ensure that procurement efficiencies identified in the MTFS are delivered, including those linked to market testing, e-procurement, the management of agency staff and other corporate contracts. To develop procurement proposals that can deliver further efficiencies
  • To be responsible for researching, analysing and, where appropriate managing, the Council’s overall procurement expenditure and supply markets, identifying opportunities for co-ordinated and collaborative procurement, both within the council and with other purchasers. To put in place collaborative and other strategies that can realise tangible benefits for the council in terms of the cost and quality outcomes
  • To liaise with the Centre for Excellence in London, London Procurement Networks, the WLA and other bodies to ensure that the council implements best practice and develops collaborative procurement with local authorities and other public sector bodies
  • To provide advice and support for contract preparation and attend Tender Appraisal Panels as required. To provide advice on procurement options to Service Reviews, as required.
  • To liaise with relevant external agencies and stakeholders (e.g., local authorities, local authority associations, Government Departments, suppliers, trades unions), on procurement matters
  • To organise and participate in training and briefing sessions for elected Members, managers, and staff. To assist in developing and providing a corporate procurement skills training programme
  • To manage the work of the team and assign work to meet the priorities and objectives listed above. To ensure that the unit is managed within budget
  • To undertake staff training, performance appraisal, and personal development as required. To ensure that council targets for reducing sickness absence are met
  • To undertake recruitment/selection and induction training as necessary
  • To deputise for the Assistant Director Procurement and Commercial as required
