Main Purpose of the job
  • To formulate, direct, and lead the implementation of the entity's sound Investment Management, Trade and Investment Promotion strategies in order to optimise the realisation of investment and trade opportunities both locally and globally, to expand and create additional value for economic development in the province.


The Key Performance Areas

Formulate the key strategic business plan, emphasising the consolidation of value for the entity and aggressive growth.
  • Lead the company's vision, mission, and strategic objectives in relation to Trade, Investment and Promotion.
  • Lead and oversee the implementation of TII's long- and short-term plans in accordance with the strategy.
  • Formulate the appropriate corporate positioning of the entity as the implementer of the Investment Promotion interventions in the Eastern Cape Province
  • Formulate, implement, and oversee Trade, Investment Promotion related policies and procedures opportunities.
  • Identify Trade and Export Development and Investment Management and Investment Promotion that are aligned to the strategic objectives of the entity.
  • Ensure that effective internal controls and management information systems are in place.
  • Drive provincial government trade and investment policy to support investments in high potential sectors.

Investment Management
  • Develop a system of identifying investment opportunities, packaging and linking it to investors or relevant institutions, provide information and assist municipalities with support services that lead to investment retention, identify large scale Investment projects, and package & market these for investment.
  • Ensure project pipeline management from feasibility to transaction.
  • Establish Knowledge Management Hub for Trade and Investment in the Eastern Cape using RAP as a Research instrument.
  • Drive the value chain analysis and communicate results to stakeholders (e.g., livestock farming, meat production, Cannabis, Oceans Economy, Renewable Energy, Creative Economy, Tourism, Automotive, General Manufacturing and Digital Economy)
  • Establish a Town & Urban Planning capacity for purposes of supporting municipalities in servicing investors (existing & new).
  • Lobby for the development of an Eastern Cape incentive package to support investors/investments.
  • Support the properties unit in strengthening the value proposition for the industrial parks, thus making them marketable to investors. In essence, creating a “plug and play” environment/ecosystem where investors can readily utilise the parks.
  • Lead investment activation through utilising Business Platforms (with established companies) to support entrance by small enterprises (e.g. Cannabis, Aquaculture, fishing etc)

Lead Trade and Investment promotions
  • Focus on the analysis and optimisation of the entity's trade and investment segments, through effective modelling and assessment of the segment earnings, risk appetite and returns.
  • Build sustainable solutions and supporting trade and investment tools through analysis and advise on resource consumption and optimisation opportunities.
  • Build the multidimensional trade and investment model partnering with stakeholders across the government sphere.
  • Create and promote a solid and validated Trade and Promotion project pipeline, promoting industry sectors with high potential and qualified projects within the province.
  • Assess and monitor the impact of financial and non-financial changes in market and inform trade and investments decisions.
  • Oversee the strategic positioning, resourcing, and management of the InvestSA facility.
  • Work with market actors to identify and resolve the entity's constraints and implement sustainable solutions through market-based trade and investment facilitation services.
  • Boost capital and technology flows to South Africa from international countries, providing targeted trade facilitation.
  • Work closely with regional governments and the Southern African Development Community on trade policy.
  • Develop systems to evaluate risks and benefits, opportunities and possible risk mitigation plans and maximise benefits.
  • Assess the emerging and dynamic markets as well as stable yet growing sectors through a variety of well proven methods.
  • Monitor all the South African bilateral and multi-lateral trade initiatives.

Establish, oversee, and manage projects and programs aligning them with the entity's strategy.
  • Innovate and oversee Trade and Investment Promotion for major projects and programmes that address the company's strategic goals.
  • Lead and drive the implementation of growth sectors' strategies.
  • Lead and drive investment promotion strategies and projects.
  • Direct and coordinate approved programmes, projects, and major activities in collaboration with the management team.
  • Monitor and evaluate the integration and synergy between projects, programmes and the units.
  • Develop and manage capability to conduct and evaluate research, such as detailed company or industry analyses, to inform investment decision making.
  • Maximise returns within acceptable levels of risk through the implementation of an effective multi decision making approach.
  • Drive and lead fund management functions for programmes and activities on behalf the provincial government and related organisations (e.g., Economic Development Fund), and ensure stringent measures are in place and are in compliance with all regulations, policies and procedures.

Regulatory compliance and effective risk management on all aspects of the Investment Management practice
  • Ensure compliance to statutory, regulatory, legislative and internal requirements
  • Manage investment risk exposure through appropriate risk identification, monitoring, and reporting to effectively minimise the impact of business risks

Accountable for the overall Financial Management for the Unit
  • Prepare and approve the consolidated forecast of annual capital and operational budgets in line with corporate guidelines.
  • Manage overall costs against guidelines and act where necessary.
  • Monitor the utilisation of the budget to ensure that expenditure is effectively managed and allocated efficiently.
  • Identify and analyse reasons/causes for deviations against the allocated budget and justify any significant deviations from allocated budgets and implement corrective measures to address deviations.
  • Present key findings from the financial report and financial position of the organisation in relation to projected financials

Forge and maintain strategic relationships
  • Foster relationships with key market/trade players such as DTI and related local and international organisations
  • Build and maintain strategic partnerships with relevant stakeholders.
  • Develop and sustain close working relationships with provincial and national organisations that play a role in the economic development and secure relevant partnerships

Build and manage a team of professionals to achieve the strategic objectives
  • Determine staff levels and fill the vacancies to complement strategic objectives and requirements.
  • Determine human resource requirements taking into consideration operational needs, skills scarcity and retention capability.
  • Allocate responsibility and accountability for achievement of goals and targets.
  • Monitor performance and address any issues as they arise.
  • Oversee performance to ensure achievement of strategic plans, goals and key operational areas.
  • Monitor and manage performance towards goals and organizational objectives, to ensure overall success.
  • Identify development needs and implement development plans.
  • Ensure required resources are available to enable the staff to achieve objectives.


MINIMUM REQUIREMENTS

  • Master's degree in economics/Marketing/MBA/MBL/CA.
  • At least 10 years of experience in Trade and Investment environment, of which should include at least 5 years' experience in a strategic investment management leadership role involving investment strategy formulation and delivery, with experience of working in multi-cultural teams.
