San Francisco Bay Area Rapid Transit District (BART) San Francisco, CA seeks experienced and professional audit executives with a passion for public service as candidates for its next Inspector General.  BART opened in 1972 and connects San Francisco with communities in the East Bay and South Bay with more 131 miles of track and 50 stations.  The Inspector General is appointed by the Governor of California to an initial four-year term and reports to the BART nine-member Board of Directors.  The Inspector General may be reappointed to additional four-year terms by the Board of Directors.

The Office of the Inspector General (OIG) was authorized by a ballot measure in 2018.  The current Inspector General’s term expires in August 2023 and is not seeking a second term.  The Inspector General’s office includes two additional employees and has a budget of $1 million.  The duties of the OIG are codified in California Public Utilities Code Sections 28840-28845.  They include but are not limited to:

  • Oversee the OIG, which detects fraud, waste, abuse and identifies opportunities for efficiencies in the administration of BART programs and operations. Serve as a working Inspector General, actively leading projects along with the two other professional staff members. Ensure that the BART administration, Board of Directors and the public are fully informed of the findings of the OIG. Work independently to ensure that inquiries and investigations are conducted without conflicts of interest while maintaining a professional and collaborative relationship with the Board of Directors, General Manager, other Board appointed officers and BART management staff to ensure BART is utilizing its resources as efficiently and effectively as possible, providing the highest quality of service to its customers.

Candidates must have a bachelor’s degree in business or public administration, accounting, finance, or closely related field along with eight (8) years of professional financial, operational, business performance, criminal or administrative investigation, audit or prosecution/defense experience in a comparable organization and includes four (4) years of management level experience. Possession of a certificate as a Certified Inspector General, Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) or possession of a Juris Doctorate (JD) is desirable.
