Under administrative direction of Toledo City Council, the City Auditor performs work of considerable difficulty in providing an objective review of the financial and operating functions of the City of Toledo; is responsible for the evaluation, compliance, and verification of the financial and operating functions of the City of Toledo; and performs related work as required.

EXAMPLES OF DUTIES:

  • Provides an independent and objective review of the financial and operating functions of the City;
  • Reviews and appraises the soundness, adequacy and application of accounting, financial and other operating controls;
  • Performs and supervises the performance of financial and operational audits of all departments, divisions, boards, commissions and other agencies of the City;
  • Establishes the reliability of management data developed within the organization;
  • Recommends changes and operating improvements to promote effective control at reasonable cost;
  • Ascertains the extent to which assets are accounted for and safeguarded from losses of all kinds;
  • Determines the extent to which City operations are in compliance with laws, regulations, established policies, plans and procedures;
  • Appraises the extent to which various departments are effectively carrying out assigned responsibilities and functions;
  • Prepares an annual work program identifying possible audit objectives and evaluating them by risk criteria, including possible cost savings or revenue potential, performance risk and other criteria;
  • Plans the work and supervises the staff of the City Auditor's Office in an organized and efficient manner; and designs and implements audit procedures and annual audit work plan;
  • Plans and supervises audits in accordance with generally accepted auditing standards in cooperation with the City administration and the City Council;
  • Prepares audits of financial statements and appropriate financial reports of the various city funds in cooperation with the State Auditor for accuracy and reliability of information contained therein and in compliance with applicable federal, state and city regulations;
  • Reviews application controls of installed data-processing applications to assess their reliability in processing data in a timely, accurate and complete manner;
  • Confers with the Mayor regarding audits, and reports audit findings directly to the Mayor, City Council, and other appropriate City officials; prepares periodic reports to the Mayor, City Council and other City officials summarizing internal audit activities, findings, recommendations and actions taken; provides financial and operational advice to various City departments through discussion with department and division heads and other staff;
  • Identifies and expedites implementation of recommended changes in management controls through reporting and follow-up in accordance with administrative regulations; makes recommendations regarding appointments and employee dismissals as needed; upon the death, resignation, removal or expiration of the term of any officer,
  • Examines the accounts of such officer and if such officer is found to be indebted to the City, notifies the Mayor and the Director of Law of such findings.

 

 

KNOWLEDGES, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of generally accepted accounting and auditing principles, practices and procedures;
  • Knowledge of organizational and work flow analysis; considerable knowledge of managerial controls and checks and balances; considerable knowledge of the organizational structure and operational functions of the City of Toledo;
  • Knowledge of pertinent laws and regulations governing the City's fiscal, accounting and operational procedures; Knowledge of supervisory principles and practices;
  • Knowledge of operation research methodology and productivity analysis.
  • Skill in persuading department heads to implement changes in accounting and financial reporting methods, internal controls, and procedures in the interest of improved financial and operational efficiencies; and skill in verbal and written communication.
  • Ability to establish and conduct financial and operational audits;
  • Ability to apply generally accepted auditing standards to the work;
  • Ability to develop and maintain effective working relationships with others; Ability to prepare reports; and working ability to prepare budgets.

SPECIFIC TRAINING, EXPERIENCE AND SPECIAL REQUIREMENTS:

  • Graduation from an accredited college or university with a bachelor’s degree in accounting.
  • Five (5) years of professional accounting or auditing experience of which three (3) years must have been in the field of public or governmental accounting. Must have experience working in ERP Systems.
  • A Master's Degree in Accounting or Business Administration may be accepted in lieu of two (2) years of professional accounting or auditing experience.
  • Certified Public Accountant (CPA) license preferred or Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) certificates desirable. Must possess a valid driver's license.

OTHER REQUIREMENTS AND INFORMATION:

The successful candidate must possess a valid driver's license and must pass a pre-employment medical exam, and a criminal background check.
