Acts as the Chief Financial Officer of the City.  Leads the financial management of all City departments and is a direct report to the Mayor.  Serves as lead person on projects which require a “Team Approach” and inter-department coordination.  Responds to City Council legislated action by ensuring that necessary administrative functions of the City are carried out in a professional and timely manner.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. (Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements.  Attendance at work and the ability to get along with the public, City Council, department managers, and co-workers are essential elements of this position.)  Other duties may be assigned.

 

Performs fiscal administrative work in analyzing, controlling, recommending, writing and implementing policies concerning City finances, budget management, purchasing, and utility billing.

 

As the city's chief bookkeeper, the finance director promotes transparency, efficiency, and accountability.

 

Develops strategies to ensure the fiscal well-being of the City by carrying out necessary reporting requirements and reviewing financial conditions.  Monitor’s and forecasts the City’s cash flow and coordinates the management of City investment as authorized.

 

Oversees the management and major operations of the administration, accounting, purchasing, utility billing, and meter reading departments. Provides leadership, supervision, feedback and development opportunities to staff.

 

Prescribes rules, regulations, and administrative policies/procedures, including staffing, job assignments, major financial decisions, and plans/procedures for all City departments.  Oversees compliance training for finance department staff.   

 

Under the general direction of the Mayor, coordinates efforts and resolves between and among City departments, citizens, contractors, vendors, and other government agencies.

 

Generates and reviews reports for the annual budget, the Capital Improvement Plan (CIP), and various contracts to the Mayor and City Council. 

 

Oversees yearly budget workday with City Council and staff.

 

 Prepares reports for special items, including submissions to the Government Finance Officers Association (GFOA) for the distinguished budget preparation awards program.

 

Attends meetings with the Mayor, department heads/managers, City Council, auditors, and staff regarding various financial and administrative matters.

 

Establishes and maintains good working relationships with banks, government agencies, and the public to promote goodwill and a good business relationship with the City.

 

Develops and maintains a high degree of understanding and efficiency of financial spreadsheets, word processing, presentation software, and the City’s data and information systems. 

 

Coordinates the City’s annual financial audit.  The Finance Director serves as the primary liaison for external auditors and works with staff to gather documentation and answers questions during audit fieldwork. Once the external auditors issue a draft report, the Finance Director coordinates immediate management responses or corrective procedures to any issues raised. 

Works side-by-side with the Mayor, City Council and staff on large financial projects like bond proposals and management of municipal bonds. The finance director prepares the Mayor, City Council and staff for presentations and advises them on key decisions on these projects.

Municipal experience and knowledge of MUNIS software is highly desired.

 

Significant fund accounting and governmental finance experience is required.

 

Performs other duties as required.

 

SUPERVISORY RESPONSIBILITIES  Manages subordinate supervisors (Assistant Finance Director, Purchasing Manager, Utility Billing and Collections Manager, and Financial Analyst - who supervise a total of 20-25 employees in their respective departments. Is responsible for the overall direction, coordination, and evaluation of these departments.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

QUALIFICATIONS  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Fifth year college or university program certificate in business, accounting, or a related field and seven (7) to Ten (10) years related experience and/or training; or equivalent combination of education and experience.

 

LANGUAGE SKILLS  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to read, analyze, and interpret common accounting journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write documents that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.

 

 

MATHEMATICAL SKILLS Requires a wide range of basic to intermediate mathematical skills.  Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.  Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent. Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.

 

 

REASONING ABILITY  Able to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

 

TECHNICAL SKILLS  Must be highly proficient utilizing spreadsheets, presentation software, and word processing.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Certified Public Finance Officer (CPFO) Certification preferred

Certified Public Accountant (CPA) is preferred.

10 Years of governmental finance experience is preferred.
