Head of Commercial

TT2 Limited is a public private partnership company, delivering the Tyne Tunnels service and maintaining the tunnels, which are owned by the North East Combined Authority. Employing approximately 140 staff which cover all support functions and heavy engineering, the company turnovers approximately £35m, with the day to day running of the business carried out by the executive team within delegated authorities from the Board.

The Tyne Tunnels link north and south of the River Tyne on the key economic artery of the A19. An average of 50,000 vehicles per day that use the two road tunnels, which raise revenue through a system of open road tolling. The tunnels operate 24 hours per day, 365 days per year.

The tunnels converted from traditional plazas to levy tolls to open road ANPR technology (akin to Dartford) at the end of 2021. This creates an additional revenue stream of enforcement revenue for non-payers, but has increased costs to manage the process.

Head of Commercial Role

Reporting to the Chief Executive, the role provides professional leadership of the commercial function at TT2, including oversight of strategic suppliers from cradle to grave.

The Head of Commercial takes an active role in managing the relationship with the client and other key stakeholders, including negotiation of variations and additional works.

The role acts as the principal point of contact for managers and employees on all commercial contractual matters to give advice and guidance on matters of best practice. Support the process of contract design, tender process and contract award to create the right commercial arrangements for TT2 and its needs.

It leads the response of TT2 to claims by/against the business, including insurance claims, working with the Head of Finance.

Identify and liaise with external commercial and legal support as necessary.

Uses existing data and new sources as necessary to create a comprehensive understanding of the strategic supply chain, performance and associated risks, allowing good quality decision-making on commercial matters.

The successful candidate will be:

Minimum 10 years' experience in commercial management, including in technology procurement.
Minimum relevant degree qualified.
Experience of a wide range of contract forms.
Good understanding of cradle to grave contract life - from design to closure.
Strong attention to detail.
Excellent communication skills both written and oral. Able to communicate at all levels in the organization from ground to Board.Challenges

TT2 will need to negotiate and agree with the client for the transfer of the Pedestrian and Cycle Tunnel which will become a Concession Asset. TT2's position needs to be managed carefully after a complex client-led refurbishment project.
TT2 has two significant claims against suppliers and one sizeable insurance claim currently proceeding which require careful management to achieve the optimal outcome for TT2 and to obtain all the necessary approvals.
The strategic supply chain would benefit from a degree of redesign, as well as in some cases coming towards contract expiry dates. The challenge is to manage a pivot in supplier contract arrangements that better meets TT2's future needs while maintaining current performance and emerging demands for system improvements
