Broward College invites applicants for the position of Vice President, Procurement and Chief Financial Officer.


Job Profile Summary

This senior management position serves in an executive capacity for overall planning, operation, and evaluation of the college’s districtwide financial, procurement, and risk management services. Provides leadership in driving margin, innovative delivery and monetizing of assets (within a highly-regulated environment), while ensuring the college’s mission-driven culture remains uncompromised. Excels in strategic internal and external communications, strategic planning, and in business strategy. Maintains current knowledge of trends and developments in all relevant fields under scope of authority and provides overall leadership and vision for the direction of division within the broad context of the college's mission, college-wide goals, initiatives, district administration, and the education master plan.


The Vice President, Finance & Procurement collaborates extensively with all campuses, other college divisions, and internal and external constituents. Represents the college in various civic, community and professional organizations at the local, state, and national level as required. Provides executive leadership, maintains the highest standard of ethics and exhibits the behavior and characteristics as defined in the employee development master plan and college’s vision statement in the performance of duties.


The Vice President, Finance & Procurement, reporting to the Senior Vice President, Finance and Operations, works closely with senior leadership to provide timely financial and operational recommendations based on anticipated outcomes and historical trends. Empowers direct and indirect reports to achieve priorities and expectations.

Minimum Education:

  • Master's Degree required.


Minimum Experience/Training:

  • 15 or more years of relevant experience including 10 or more years of management/leadership experience in large, public, or higher education institution. An equivalent combination of education and experience considered.


Minimum Certification/Licenses:

  • CPA preferred.


Essential Functions:

  • Daily -15%: Provides senior management level direction and administration in fulfilling the mission of the college as such relates to the district-wide financial and procurement management services including but not limited to budget, payroll, accounting, bursar, procurement and contracting, risk management, financial aid, and taxation areas. Other, as Needed -5%: Assists the Senior Vice President, Finance and Operations with BC Eduventures financial oversight and management. Daily -10%: Responsible for staff management, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff. Daily -5%: Maintains a broad level of understanding of current budgeting issues and funding formulas in higher education, specifically in the state of Florida. Daily -10%: Provides senior management with on-going forecasts of operating revenue and expenditures, and the resulting institutional operational impact Daily -10%: Participates in the evaluation and formulation of college policies, procedures and long-term programs that require thorough analysis of comprehensive data. Other, as Needed - 10%: Directs the preparation and administration of the college budgets, cost analysis and other financial, administrative, procurement, and business affairs reports. Other, as Needed -10%: Oversees all Treasury Services of the organization. Develops and maintains relationships with various financial institutions. Provides strategic advice and recommendations to optimize investments of financial capital. Other, as Needed - 10%: Proactively provides timely analysis and recommendations to senior staff to improve financial and operational performance of the college and identify possible opportunities for growth, cost savings and identify areas in need of improvement. Other, as Needed 5%: Serves as a senior liaison to external entities. Represents the college at various state-wide meetings, effectively communicating the colleges position on various financial, procurement and risk management matters and interpreting new federal and state regulations and the impact of those on the college Annually- 5%: Oversees the college wide annual financial audit and the bi-annual operational audit conducted by the Florida Auditor General. Other, as Needed - 5%: Plans, develops and implements large financial projects, initiatives and implementations.

Knowledge of applicable laws & regulations relative to areas under scope of authority. Ability to design and implement best practices and programs to further areas under scope of authority relative to College mission goals. Ability to function in complex, high demand environment, managing multiple priorities simultaneously Interpersonal skills and ability to work in a collaborative manner. Ability to use state and college data to gather information. Strong analytical skills, presentation, and communication skills

Ensures the effective use of college resources, implements fiscally sound practices and environmentally sustainable initiatives
