Basic Function

 

 

 

This position involves highly responsible work directing the Comptroller functions within the Pennsylvania Office of Attorney General (OAG).  Work is performed with considerable independence within the framework of OAG policies under general direction of the Director of Finance.  The employee in this position is responsible for the timely and accurate posting of all accounting transactions and ensuring the compliance with generally accepted accounting principles (GAAP). Work includes oversight and coordination of all audit requirements including annual state and federal reporting.  This employee will establish and maintain the accounting controls and reconciliation of bank statements and SAP accounts.  The Comptroller is responsible for grant oversight and management from applications to fulfilling fiscal and programmatic reporting requirements.  Work also includes monitoring adherence to current fiscal policies and procedures and providing recommendations for updates as needs arise.

 

 

 

Examples of Duties

 

 

 

  • Ensures the integrity of the OAG’s financial and accounting procedures Oversees the timely and accurate posting of all accounting transactions Responsible for the timely receipt and processing of all checks, money orders, ACH receipts, wire transfers, and cash received by the OAG Oversees the accounting and annual reporting of all state seized assets Oversees the reporting and certification of the Federal Equitable Sharing of federal seized assets Ensures all funds are reconciled to the Department of Treasury on a monthly basis Responds to and resolves all Treasury related legal and audit matters Coordinates the audit process for the OAG basic financial statements and state-level single audit Coordinates with the external audit firm and Auditor General on all audit inquiries Reviews the GAAP audit packet for the office prior to submitting to Auditor General Manages access to all banking transactions for Comptroller staff and Agent Command staff Oversees the reconciliation of approximately 200 escrow accounts to collateralized deposits and checks issued at the bank Oversees the reconciliation of the Confidential Advancement Account in QuickBooks for all Grand Jury and confidential investigative expenses Oversees the reconciliation of the SAP advancement account used for all local payments under $4000 Monitors the SAP check log of all receipts processed through SAP Maintains all documentation necessary to support accounting transactions within SAP for future audit Reviews and approves agency contracts, purchase orders, and grant agreements to ensure conformance to Commonwealth directives and agency regulations, policies, and procedures Performs ongoing quality assurance activities including process monitoring and performance measurement, and ensures compliance with applicable laws, regulations, federal mandates, policies, and procedures Complies with federal and state legal requirements by studying existing and new legislation and advising management on needed actions Assists the Director of Finance in analyzing existing or proposed revenue sources, program expenditures, and cash flow impacts Oversees drafting, review, and issuance of a variety of financial reports and statements, providing information to senior leadership, section chiefs/directors, and other agencies as needed Serves as liaison with other government agencies on financial matters Monitors appropriations to ensure that commitments and spending do not exceed the Governor’s established budget Responsible for all grant applications Oversees all grant accounting reports, expense classifications, and drawdowns Writes all accounting-related administrative policies related to Travel, Escrow, Advancement Account, and Travel Card Directs the preparation of employee travel training and the content of training manuals on the office website Develops and maintains online accessible accounting forms Responds to and/or directs the response to all accounting related Right to Know requests Manages the Comptroller staff – consisting of non-represented Accountant and Administrative positions Directly supervises and serves as backup for the Accounting Control Accountant and Pre- Audit Supervisor Administers the Travel Card Program to ensure permissible use compliance, timely account payment, and delinquent reporting occurs Oversees payroll operations for all payroll auditing, payroll deductions, garnishments, complex pay computations/adjustments, deceased employee settlements, and various other payroll reporting and entry requirements Directs fiscal year end processes to close all funds within the OAG, ensuring availability of funds and that funds reconcile to the Department of Treasury

 

 

Minimum Experience & Training

 

 

  • A Bachelor’s Degree in accounting, finance, business administration, or closely related field and a minimum of eight years of relevant experience, at least five of which should be managerial OR A Master’s Degree in accounting, finance, business administration, or closely related field and a minimum of five years of relevant experience, at least three of which should be managerial OR Any equivalent combination of experience, training, and education A CPA license in good standing is preferred but not required
