First 5 San Bernardino offers an exciting career opportunity for qualified individuals as a Section Manager - Fiscal (Contract). Under direction of the Children and Families Commission - First 5 San Bernardino will perform a broad range of duties, including but not limited to, the following:

 

  • Prepares and submits a variety of detailed accounting, statistical, and/or narrative financial statements or reports requiring analysis and interpretation to management.

  • Develops and provides fiscal training to internal accountant, analyst, and clerical support staff.

  • Trains and supervises technical and clerical personnel in the preparation of manual and computerized ledger entries, original entries, reconciliations, trial balances and other fiscal record keeping work including the fiscal management system (SAP).

  • Conducts or assists in, evaluations of proposals to include analysis of financial statements and budgets.

  • Preparers, evaluated, justifies and maintains internal budgets and establishes budgetary controls.

  • Recommends and develops contract forms and procedures; interprets contract terms relating to fiscal provisions and budgetary items; recommends solutions to contractual problems.  

  • Participates in various meetings and presents requested and independently gathered data to assist management in making administrative and operational decisions.

  • Conducts monitoring, to include on-site visits, of contracted and internal programs for financial and operational compliance; performs audits of limited scope.

  • May supervise a small staff; assigns and evaluated their work. 

  • Performs other duties as assigned.

MINIMUM REQUIREMENTS: 

Experience: Two (2) years of professional level accounting experience.
 

-AND-

Education: Bachelor's Degree in Accounting OR Bachelor's degree in another field which includes 30 semester (45 quarter) units of completed college coursework in accounting or related field, half of which MUST be upper division. A list of completed college coursework or legible transcripts MUST be submitted with the application if the applicant does not possess a Bachelor's Degree in Accounting.

 

Substitution: An active California Certified Public Accountant (CPA) license may substitute for the education requirements.  List your license number under the license/certification section of the application.
