Part Time Finance Officer - 12 month contract


Part Time Finance Officer

30 hours per week
Based in Ripley
12 month contract to cover secondment with the possibility of extension for a further 12 months
£10.59 rising to £11.69

The provision of an efficient and effective accounts payable and accounts receivable function; also providing the cash handling and income recording function which together give the organisation its data to render budget monitoring and statutory accounts.

Responsibilities

Receive and verify all supplier invoices, ensuring they are correctly received, arithmetically accurate and coded appropriately.

Process the invoices using the Finance system, following the processes set down in the current Financial Procedures, matching delivery notes and any supporting documents as necessary. Ensure all invoices are processed and fully comply with the Financial regulations.

Ensure invoices are dealt with in a timely manner and in accordance with supplier terms and conditions

Be responsible for recognising and applying discounts to invoices where applicable. Recognise and advise, by working with Procurement, where future efficiencies could be made in respect of our supplier services to ensure optimum value for public money.

Comply with statutory VAT rules and principles to enable the precise recovery or payment to HMRC by the Finance & Tax Manager and maintaining the integrity of the Authority's finance system.

Assist the Senior Finance Officer / Team Leader in the weekly and future payment runs by investigating and ensuring all payments and remittances are sent electronically where possible. This will include interrogating computer based equipment and packages.

Check eligibility and process claims for advance of pay, NHS prescriptions charges, NHS dental charges, removal expenses and any other employee claims.

Undertake monthly reconciliation of Headquarters' imprest reimbursement ensuring that VAT is correctly recorded, items correctly coded and passed for approval prior to input onto the computerised accounting system.

Be responsible for ensuring monthly reconciliations are correctly submitted and duly scrutinised for accuracy and compliance with Financial Regulations, prior to input onto the computerised finance system from the Authority's various petty cash accounts.

Control and monitor the use of the corporate credit card in accordance with agreed guidelines and internal policies. Prepare and reconcile the monthly credit card usage against the monthly bill.

Receive, verify and record all income including cash, BACS and cheques. Be responsible for the secure banking of monies on a regular basis. Report any anomalies to the Finance Manager.

Produce sales invoices in relation to fees and charges for both routine and ad-hoc services via the computerised financial accounting system. Be responsible for checking validity of fees and charges and updating annually in line with RPI.

Support the Senior Finance Officer with production of the monthly reconciliation to the aged debtors report. Undertake credit control procedures ensuring the timely issue of reminders on a weekly basis. Referring any issues to the Finance Manager.

Undertake journal transfers and ledger amendments as required.

Be responsible for the compilation of spreadsheets, with relevant data, meeting the tight schedule for year end, identifying accruals and prepayments.

Assist in the production of financial information and statistics for specific projects and investigations, including the National Fraud Initiative, as and when required by the Senior Finance Officer / Team Leader.

Assist and provide information and documentation to internal and external auditors as requested.

Analyse and complete information for compilation of monthly statistics for the Best Value Performance Indicators.

Maintain an awareness of advances in technology, developing new approaches to improve service delivery as a continuous process.

Work closely with all departments to facilitate an efficient and effective service, ensuring the provision of a knowledgeable service to all our stakeholders.

Assist the Senior Finance Officer / Team Leader in the training of staff.

Attend training courses and seminars commensurate with the responsibilities of the post. Provide and receive the necessary instruction and training to encourage staff flexibility, giving the section resilience.

Detect and report computer system faults and follow up problems until they are concluded.

Ensure adherence to financial regulations and procedures at all times.

Understand and comply with data protection legislation, health and safety legislation and policies, environmental policies, and the Authority's Equality and Fairness at Work policy that relate to the duties of the post.

Carry out any other reasonable duties within the overall function, commensurate with the grading and level of responsibility of the post.

Assist the Senior Finance Officer / Team Leader in developing policies and procedures and meeting corporate objectives, including the development of the Finance systems and procedures to meet the changing needs of the service.

Maintain clerical, administrative and filing systems (including computerised systems) as appropriate to the Finance function, complying with current legislation on document retention.

Providing assistance to others where role specific, redirecting and reallocating responsibilities where necessary.

Manage your own time effectively and efficiently, working independently and with autonomy that includes responsibility for your own actions.

Understand and comply with all policies, procedures and relevant legislation.

To undertake any other reasonable duty, commensurate with the grading and responsibility of the post, across the Service in order to meet Service priorities and business continuity requirements.
