Housing/Property Financial Controller required to undertake a 9 month FTC

Client Details

Financial Controller required to undertake a 9 month FTC for a leading Surrey based Housing Association. Supervision of 3 direct reports and a total of 10 members of staff within the team.

The post holder is responsible for:

  • preparing the statutory accounts for the Group and other external financial reporting
  • maintaining the general ledger, purchasing systems and interfaces to other operational systems
  • leading a team responsible for managing finance transaction (payments, income and journals) providing expert advice on all taxation and accounting issues for the Group

Description

Financial Statements

  • Responsible for leading and co-ordinating delivery of financial year end process and the production of the annual financial statements for the Group, parent and subsidiaries
  • Ensure that an up to date set of accounting policies and procedures are maintained, recommending changes to the Audit Committee on an annual basis
  • Lead on the annual external audit of the accounts

Taxation

  • Responsible for all VAT, Corporation Tax, PAYE and other tax returns for the Group (parent and subsidiary)
  • Develop and implement a Tax Strategy for the Group
  • Ensure the necessary policy, procedures and guidance are in place to ensure compliance with tax regulations
  • Ensure tax advice is provided for new activities, developments or contracts

Management of General Ledger and Financial Systems

  • Responsible for day to day management control and effectiveness of core financial systems and interfaces ((asset management/income/payroll)
  • Responsible for chart of accounts and code book
  • Lead for developing improvements in financial systems to maximise efficiency and reporting within finance team and wide business

Financial Control Framework

  • Responsible for the organisational financial control framework (financial regulations) balancing good control with business efficiency
  • Ensure the necessary policy, procedures and guidance are in place to ensure that financial control is effective across the Group

Other Financial Reporting and Controls

  • Responsible for the on-going maintenance of the Group and subsidiary balance sheets including the asset and liability register
  • Responsible for capital accounting policies and procedures
  • Leading the delivery of month end financial close processes
  • Ensure that control and intercompany accounts are reconciled on a regular and timely basis
  • Providing information/completion of other regulatory or funder requirements relating to assets, cash and valuations reporting

Cash and Banking

  • Responsible for all day to day banking arrangements and cash management in line with treasury management policy and procedures
  • Support the Deputy Director of Finance in delivering the Treasury Management Strategy, including charging process and monitoring compliance against Golden Rules

Financial Transactions

  • Responsible for systems and process for the ordering and payment for goods and services and collection of non-tenant income
  • Supporting the People Team in the delivery of payroll services
  • Lead a team of staff delivering an efficient and effective service in line with agreed service level agreement and KPIs
  • Develop an annual finance function improvement plan and implement specific improvements in finance process and systems

Profile

  • Please note candidates will only be considered if they have experience in Fixed Asset, Tax & VAT.
  • Expert in financial management of a charitable, public sector or similar organisation
  • Significant knowledge of best practice in financial accounting, reporting and tax
  • Professional qualification (CCAB or equivalent)
  • Good working knowledge of financial control frameworks
  • Good working knowledge of accounting and purchasing systems
  • Up to date knowledge of Housing Sector regulatory environment
  • Expert knowledge of charitable sector accounting and taxation
  • Good knowledge of housing development finance
