*JOB TITLE:* Assistant Director: Management Accounting
1. *PURPOSE OF THE POST*
To coordinate, review and implement the management accounting systems and procedures.
Post Reports to Deputy Director: Management Accounting.
2.* KEY RESPONSIBILITIES*
a) Planning-coordinate, review, analyse and quality assure the financial supporting information for planning purposes.
i) Coordinate and review the necessary financial supporting documents required for the strategic and annual performance planning process.
* Accurate and complete financial supporting documents
ii) Analyse and quality assures the relevant financial information required in the evaluation and development of business and project plans.
* Accurate and complete financial documents.
iii) Check and verify the supporting information for various financial planning processes.
* Accurate and complete information for various financial planning processes.
b) Budgeting-coordinate, review, analyse and quality assure the budget preparation process.
i) Assist in coordinating the preparation and consultation for the MTEF budget process.
* Accurate and complete MTEF workbook and Human Resource Budget Plan tool.
ii) Analyse, interpret and implement the treasury guidelines for the estimates of national expenditure (ENE).
* Accurate and complete ENE workbook and HRBP tool submitted to NT within deadline.
iii) Develop templates for the collection of budget information from line functionaries.
* Accurate and complete developed template.
iv) Analyse and interpret the requirements for the monthly cash flow and adjusted cash flow as prescribed by Treasury and recommend corrective action where required.
* Accurate and complete drawings template submitted.
v) Assess where shifting of funds/ virements is required and possible by reviewing expenditure against budget and make recommendations.
* Accurate adjustments on the budget as per programme inputs and as approved by the NT.
vi) Provide information for the preparation of the annual financial statements.
* Accurate information included in the annual financial statement submitted quarterly/annually.
vii) Monitor that all shifts /virements are included in the adjusted budget and used as per approval.
* Shifts of virements captured correctly and shifted expenditure spend according to the intended use.
c) Reporting-coordinate, review, analyse and quality assure the management accounting reporting processes.
i) Evaluate information on monthly reports produced (variance between actual versus budgeted expenditure) and recommend appropriate actions where necessary.
* Timely submission of monthly expenditure reports to the programme.
ii) Monitor that all shifts /virements are included in the In Year Monitoring Report.
* Accurate and completed IYM.
iii) Provide advice and guidance to role players on the use of forecasting methods and tools.
* Effective communication and proper guidance to role players.
iv) Compile information for the interim and annual performance reports.
* Complete and credible interim and annual performance reports.
d) Provide assistance to departmental components in budget and expenditure monitoring.
I) Assess the expending trends and draft recommendations.
* Spending trends assessed and recommendations drafted.
