Chief Financial Officer - Black Country Integrated Care Board

Us
The Healthier Futures Partnership became designated as an Integrated Care System (ICS) in April 2021 and is currently responsible for the 1.5 million people in the Black Country and West Birmingham. We are now working towards becoming a statutory organisation (subject to legislation) by July 2022. Our future ICS footprint will be coterminous with the 4 Black Country Places of Dudley, Sandwell, Walsall and Wolverhampton, with a population of 1.26 million.

Role
Our ICS needs diverse, inclusive and compassionate leaders who not only reflect the community they serve and the staff employed but have the leadership style and breadth of perspective to make good collective decisions. A key early Board appointment will be the Chief Financial Officer, who jointly with other system partners, will ensure we deliver our financial targets.

You will support the development and delivery of our long-term plan, with a particular focus on developing a shared financial and resourcing strategy. Success in this role is dependent upon the implementation and performance of a robust financial strategy including ensuring the effective use of system resources through strong collaborative system decision-making. You will develop a collective strategic financial leadership approach for the ICB and place-based use of resources, through the effective and efficient use of ICB allocations and commissioning opportunities to meet the needs of the system population.

You
A qualified accountant, you will have substantial board level and/or system leadership experience within a regulatory or similar environment. Your substantial experience of system financial planning and financial improvement will underpin a track record of leading highly complex and contentious transformational change at significant scale. You will also have experience of providing financial leadership, mentorship, and professional development at a very senior level with demonstrable outcomes.
