Gig Harbor Fire & Medic One is seeking to hire a Finance Director. We anticipate a start date of May 2, 2022. The Finance Director serves as the head of the finance department for Gig Harbor Fire & Medic One. They direct, plan, organize and manage all fiscal aspects of the District.

ESSENTIAL DUTIES

  • Directs the financial operations of the District; responsible for the administration and delivery of budgeting, financial reporting, audit/legal compliance, financial risk management, payroll and benefits, accounts payable and receivable, bond debt administration, policies and procedures, and management of the overall financial and accounting systems.
  • Directs and manages the annual budget process.
  • Serves as the primary audit liaison with all external auditing and monitoring agencies.
  • Responsible for preparing and publishing the District’s Annual Financial Report.
  • Directly manage and reconcile the District’s bank accounts.
  • Report on District financial analytics to include forecasting, trends, key performance indicators, and projections of current and future revenue and expenses.
  • Ensures compliance with legal requirements related to finance and accounting, including required reporting.
  • Uses various software applications such as BIAS financial software, spreadsheets, relational databases, statistical packages and graphics to assemble, manipulate and/or format data.
  • Reconcile, balance, and audit bank accounts.
  • Assist with development of collective bargaining strategies and policies in the area of payroll wages and benefits.
  • Work closely with human resources to align business practices and communications to members regarding compensation and benefits.
  • Provide excellent customer service to both internal and external customers individually and as a part of a team.
  • Establish and maintain effective working relationships with co-workers, line and command staff, Fire Commissioners, various agency representative, and the public.
  • Cross train to provide back-up services to both payroll and accounts payable in their absence.
  • Perform other duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required.

Required

  • Bachelor’s Degree in accounting or related field is required or any combination of experience, education and training that would provide the level of knowledge, skills and abilities required to be successful in this role.
  • Five (5) years of increasingly responsible experience in finance and/or accounting, budgeting, fiscal policy, and analytics.
  • Have extensive knowledge of principles, practices and techniques of governmental accounting, including state and federal accounting, auditing rules and regulations, the financial aspects of grant management, and internal control standards.
  • Experience working in financial software, such as BIAS or similar software.
  • Advance proficiency with Microsoft Office suite of software.
  • Maintain a valid Washington State Driver’s License and acceptable driving record.

Preferred

  • Certified Public Accountant.
  • Experience in public administration, fire service, and/or for a unionized public sector employer.
  • Experience in Budgeting, Accounting and Reporting System (BARS) or similar finance/accounting system.
  • Experience in project management.
