OVERVIEW OF ROLE:

Grwp Llandrillo-Menai has developed a 10 Year Capital Programme which identifies all its new buildings and any property disposals. The overarching purpose of this role will be to support the Director in collating information on budgets and spend on each Project and identify the resultant impact of actual spend and income on the overall Capital Programme.

DUTIES AND RESPONSIBILITIES

The post holder will be responsible for:

  • Developing budgets with the Director for each Capital Project and monitor any uncontrolled changes to project budgets, highlighting to Project Management Officers, as appropriate.
  • Monitoring expenditure/invoices that will be charged against a range of Capital Projects.
  • Providing budgetary and expenditure information to manage each capital project. And the post holder will be responsible for reporting to the Director on the latest financial position, as each project progresses.
  • Monitoring the receipt of grant income from various sources, and income from land sales, against expected income budgets.
  • The post-holder will evidence on file that processes follow relevant procurement rules with evidence of quotes or tenders etc as appropriate. Liaise closely with other team members including the external consultants and the procurement office.
  • Identifying & actioning any corrections needed so as to post spend or income to the correct project, using journals and liaising with the Finance Office.
  • Providing accurate information which compares the expected budgeted income & the expected expenditures with the actual grant receipts & actual spending; to help support the Director & the College to manage cash flow.
  • The post-holder will help draft capital funding claim returns and collate evidence to support those claims to the Welsh Government. In addition, ensuring income is tracked and allocated to the correct project being key.
  • The post-holder will provide information on cash flow projections and monitor where transactions do not follow the expected pattern.
  • Supporting the team during any internal or external audit processes, by providing further information on spend and income for each capital project.
  • Take brief Minutes at Project meetings, and identify & then track relevant Actions in respect of the Financial aspects of the various Projects.
  • The post holder will also from time to time be required to support other aspects of the operation of the team such as creating action plans and monitoring execution against deadlines.
  • Whilst working mainly for the Director, the post-holder will work also with members of the team to resolve a range of queries and support Project Officers to track and gather evidence and achieve other non-financial requirements
  • Assist in preparation of ad hoc statements of project financial performance as required.

OTHER DUTIES & RESPONSIBILITIES

1. Assist in the preparation of GLLM financial year end accounts by providing capital Project information on the completeness of external grant claims and income accruals.

2. Occasionally provide support to the GLLM external funding unit. Assist in gathering and organising evidence supporting financial claims relating to beneficiaries and staff via robust data and evidence collation.

PERSON SPECIFICATION

ESSENTIAL QUALITIES

  • Experience of managing costs against a budget.
  • Excellent communication and interpersonal skills.
  • Highly organised with the ability to work constructively and at a fast pace.
  • Ability to work well under own initiative as well as part of a team.
  • Observe high levels of discretion and confidentiality at all times.
  • The ability to communicate effectively in English and Welsh is essential.
  • Ability to produce accurate, well supported and presented financial information to allow decision-making including the provision of relevant supporting evidence.
  • Good working knowledge of Microsoft office particularly Microsoft Excel, Word, PowerPoint.
  • Understanding of the need to comply with the range of relevant public sector procurement rules and in particular advise on the implications for GLLM.
  • Comply with relevant legislation including GDPR.

DESIRABLE QUALITIES

  • Financial experience of project management including production of accurate reports on budgets and actual spend.
  • Experience of producing cash flow predictions for projects
  • Good understanding of the commercial nature of the construction industry and the need for appropriate confidentiality.
  • Knowledge of the Sun/PROACTIS accounting system
  • Experience of working on capital project finance
  • PRiNCE2 practitioner qualification
  • Understanding of quality control systems and ISO 9001
  • Educated to NVQ level three or AAT
