The Director of the Office of Independent Budget Analyst (IBA) position was created in 2005’s Proposition F that states, “The Council shall have the right to establish an Office of Independent Budget Analyst to be managed and controlled by the Director of the Office of Independent Budget Analyst (IBA). The Council appoints this independent officer, who shall serve at the pleasure of the Council and the Council shall determine the powers of this Office and its manager by ordinance.”
The IBA Director will be an innovative, data-driven, visionary, and collaborative leader committed to transparent governance. The Director will be comfortable being visible in the community, upon the request of Councilmembers, working in close partnership with all Council Districts. Additionally, the Director must keep the Council informed in a timely, accurate, and complete manner on issues related to City Council business. The IBA Director must be a strategic thinker, a skilled negotiator, highly intelligent, as well as a mature leader, a good listener, flexible, and have a good professional presence. In addition, the Council desires someone who understands the political landscape.
