Job Description

X2 positions exists within the Presidential Infrastructure Coordinating Commission department for Senior Financial Analyst at our Sandton Offices and Pretoria. These positions will be based on a 3 year (36 months) fixed term contract.

JOB PURPOSE
To Engage with National Departments, Provincial Departments and Municipalities to assist with the financial analysis of infrastructure projects using discounted cash flow models. Familiar with risk modelling, value for money calculations, cost-benefit analysis, sensitivity modelling, scenario modelling. Can model various financial instruments across debt and equity, including tax implications.

KEY RESPONSIBILITIES
Designing and building systems to model full life cash flows, financial returns and economic returns of large scale infrastructure projects
Determining user requirements
Creating validation mechanisms for inputs
Modeling cashflows relating to different financing structures, subsidies, tax regimes etc.
Performing sensitivity analysis
Modeling and tracking project benefits
Testing the models for accuracy and robustness
Communicating the results clearly and concisely.
Analyzing financial data and creating financial models for decision support
Performing financial forecasting, reporting, and operational metrics tracking
Supporting the internal approvals process including interface with ISA governance structures such as the Infrastructure Investment Review Committee and management meetings.
Assisting with the assessment and structuring of transactions to maximise the potential to leverage private sector financing and mobilisation of additional sources of capital

Job Requirements

EXPERIENCE AND KNOWLEDGE:
5 - 7 years' relevant experience modelling complex infrastructure projects.
Knowledge and experience in performing the modelling of at least 3 large infrastructure projects which have successfully achieved financial close in the last 5 years.
Knowledge and experience in the due diligence process, financial modeling, risk analysis and mitigation in the financial structuring of public sector infrastructure projects.
Knowledge and experience within an investment and/or infrastructure environment.
Knowledge and understanding of establishing strategic partnerships, working collaboratively and building consensus with multiple stakeholders.
Knowledge and understanding of modelling or programming
