Job Summary and Description:
The Associate Vice Chancellor (AVC) for Finance and Fiscal Services is a key member of the
Finance & Administration team responsible to lead, direct, monitor and provide strategic
partnership for all finance functions in accordance with generally accepted accounting principles,
federal/state regulations, college policies and guidelines and leading business practices. The
AVC works strategically and collaboratively to enhance and plan for the College District’s
financial strength through analysis, innovative ideas, cost-effective approaches, high quality
budgeting and monitoring, accurate accounting and tax compliance, and useful reporting for
decision-making and benchmarking. The AVC ensures a strong system of institutional internal
controls through clear policies and procedures. The AVC works closely with the Vice Chancellor
for Finance & Administration with long-term planning and daily administration of institutional
finances and on strategic matters, including support for the Board of Trustees.
The AVC provides administrative leadership and oversight of all finance-related functions,
including purchasing, contract administration, budget, accounting, payroll, accounts payable,
business office operations, grants accounting, grants compliance, process functional
management, cash management, property tax, debt management, asset/property management,
accounts receivable, records management and accreditation.
The AVC is also responsible for key cross-functional collaborations that support financially
sound college district policies, planning, and practices to include members of the Chancellor’s
Senior Leadership Team (SLT including the five College Presidents and five Vice Chancellors),
Human Resources, Information Technology, Facilities Operations & Construction Management,
Legal, Ethics, Internal Audit, Student Financial Aid, Institutional Research, and the student
support and academic support offices.
Reports to the Vice Chancellor for Finance and Administration.
Minimum Education and Experience:
- Master’s degree in accounting, finance or a related discipline or a combination of relevant experience, education and training that equates to the required degree.
- Ten years of supervisory experience in government, fund and/or financial accounting.
Preferred Education and Experience:
- Seven or more years of experience supervising accounting and finance functions in a higher education environment.
Licenses and Certifications:
- Must possess and maintain a Certified Public Accountant (CPA) license in Texas. If licensed in another state, expectation would be to become licensed in Texas within one year.
- Must possess and maintain a valid driver license. Must be insurable through ACD insurers.
Motor Vehicle Report is required in addition to background check and drug screen
