Payroll Manager

POSITION SUMMARY:

Under minimal direction, this position is responsible for overseeing the payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. This is a hands-on, comprehensive role.

PRIMARY DUTIES AND RESPONSIBILIES:

  • Manage and ensure timely and accurate processing of multi-state payroll, including the reconciliation of bank and vendor interface files.
  • Develop internal controls to ensure the quality and efficient of all payroll functions and regulatory compliance.
  • Monitor and implement statutory updates for regulations relating to time tracking, leave and absence, and payroll.
  • Oversee payroll tax process, including filing of federal and state withholding forms and year-end reporting obligations.
  • Generate and audit payroll reports.
  • Respond to payroll-related inquiries from employees, managers, and third-party vendors.
  • Ensure proper accounting for payroll expenses, and liabilities (including payroll tax liabilities).
  • Interfaces with the Payroll and Tax Management outsourcing vendors to ensure contractual and service level agreements are being achieved.
  • Participates in payroll and timekeeping system configuration and issue resolution with the HR Systems and IT support teams.
  • Ensures employee payroll deductions are set up and processing as expected.
  • Manages the Wage Garnishment process to ensure timely and accurate compliance with garnishment requests and other court ordered information.
  • Submits 401k EE and ER contributions timely and accordingly to the recordkeeper.
  • Manages the verification of time records for compliance, accuracy and completeness.
  • Oversees manual and historical corrections to pay, time and PTO in accordance with process and procedures. Processes manual checks, wire transfers, reversals and stop payments.
  • Responds to outside agencies and other inquires involving employee payroll and wage records.
  • Leads the quarterly and year end income and employer tax processing in conjunction with the vendor including the production of W-2's. Oversees resolution of tax issues and directs the collaboration with external agencies on tax issues.
  • Maintain strong relationships with various key stakeholders related to the payroll process.
  • Identify and implement process improvements within your function to ensure manual processes are limited.
  • Monitor metrics and identify methods for improvement year over year.
  • Work with the Accounting team to reconcile and process payroll journal entries as required.
  • Perform monthly reconciliations of payroll accounts in the general ledger, which includes labor costs, allocation of labor, quarterly filings, and earnings from the payroll system.
  • Stay up to date with ongoing payroll and HR changes to legislation.
  • Support projects such as integrations and payroll implementations.
  • Hires, supervises, trains, and evaluates performance of assigned personnel. Identifies and effectively resolves personnel issues. Holds assigned personnel accountable for meeting performance targets and goals


REQUIRED QUALIFICATIONS:

  • Education: Bachelor's in related field (commensurate experience may be substituted)
  • Experience: 5-8 years of experience in payroll processing.
  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
  • Effective oral and written business communication skills.
  • Able to organize, prioritize, and execute a variable workload and multiple priorities.
  • Strong analytical and problem-solving skills.
  • Must be proficient with payroll software.
  • Ability to work in a team environment, and have a collaborative, customer-focused style.
  • Ability to maintain a collaborative, effective working relationship with human resources.
  • Experience with multi-state payroll required.
  • Experience with mid- to large-size organizations (>500 employees).

PREFERRED QUALIFICATIONS:

  • Certified Payroll Professional designation.
  • Prior experience with a major ERP system, including implementation experience.
  • Prior experience using Workday.
  • Experience working with outsourced payroll provider
