This Finance Manager will lead the function responsible for budgeting, month end cycle, cost recovery, forecasting and any other finance related tasks for their area of responsibility. You will play a key role in the sizeable cost recovery activities of the function working across senior stakeholder communities in Government.

The Commercial Capability Programme [CCP] develops commercial and contract management capability across all government departments and is expanding into other public bodies, making this a unique and varied role.

Description

The Finance Manager role will oversee:

Skilled budget management and forecasting - to work closely with your designated budget holders and service delivery teams to effectively and accurately manage the cost recovery process and manage financial targets.

Internal reporting and month end process - to review, analyse, accrue and make corrections as needed to ensure each cost centre data is correct. To prepare reporting packs that are clear, succinct, accurate and appropriate.

Lead and undertake cost recovery - to lead, manage and undertake the cost recovery process for services that are recharged to government departments and any other public bodies and to follow up on subsequent queries.

Experienced business partnering - the role will work with a wide range of stakeholders as outlined above; having the ability to work collegiality and balancing that with suitable and appropriate challenge and scrutiny is essential to the role.

Line management - This role will have direct line management of two people, and indirect line management of a third person.

Compliance - to ensure compliance with internal policies & procedures, financial reporting standards, including principles around Managing Public Money and FReM. Additionally, lead on any NAO and other audit requirements.

Financial modelling - to prepare financial models as needed to price projects, products and mixed deliverables.

Governance and financial accountability - to provide support with data analysis and narrative for Customer Board, Oversight Committee and any other governance group.

Where necessary, undertake any other work and projects, in support of the Capability programme and the Government Commercial Function.

Profile

Essential Criteria:

5 plus years+ working in Finance in a similar or equivalent role. Must be technically strong and able to create templates and work out adjustments.

Strong organisational skills, ability to manage conflict/ urgent tasks and manage expectations. The ability to remain professional whilst working and delivering at pace.

Good analytical, written and verbal skills - able to succinctly communicate complex financial information to a wide variety of audiences.

Excellent interpersonal skills, ability to build and maintain strong working relationships with stakeholders, demonstrating an ability to engage effectively and influence others.

Demonstrable experience of using your own initiative and working independently as well as being a strong 'team player' to provide quality services and outcomes taking account diverse customer needs.

Experience with full suite of Microsoft Office products, including minimum intermediate level Excel.

Experience with Oracle, Hyperion or equivalent ERP.

Must be fully qualified with demonstrable work experience (eg. ACA, CIMA, ACCA).

Job Offer

Location: Our client is introducing a hybrid working model with a healthy balance of working from home and office based presence, this will be introduced once government guidance changes. National hubbed location strategy will be in place with a strong preference for access to York as a principle hub alongside some occasional travel to London.

Grading/Salary: This is an G7 vacancy. Entrants into the Civil Service typically enter at the entry point of the pay banding, appointments who are existing Civil Servants can move on level transfer or on promotion.
