Description

A newly created Senior Finance Officer - Policing (Finance Business Partner) to work closely and support the Mayor and Deputy Mayor with a proactive and positively challenging style.

Key areas of delivery will include:

  • Working with the Director of Corporate Services and Head of Finance, provide expertise and advice for the Mayor / Deputy Mayor on financial matters relating to the policing function, strategies and police commissioning objectives.
  • Work with the Chief Constable and their key staff to ensure the Mayor's policing strategies and programmes are resourced and implemented cost effectively, and develop a budget strategy.
  • Support the Director of Corporate Services and Head of Finance in providing appropriate challenge and scrutiny of the Police force financial position, during the year and at financial planning stages.
  • Provide a positive contribution to joint MCA and WY Police management meetings and support the delivery of an effective service including advice, support, challenge and guidance to colleagues, ensuring financial controls and procedures are adhered to.
  • Design, implement and maintain the systems required for delivery the objectives of your function to support the Combined Authority in achieving its vision.
  • Take a pro-active corporate role in the management of your function including participation and delivery of your directorate's objectives.
  • Responsible for demonstrating commitment to corporate processes and ensuring that these are delivered at all times.
  • Be a visible and enthusiastic manager, encouraging partnership working across the organisation.
  • Take a positive approach to self-development.

Profile

To be successful as Senior Finance Officer - Policing (Finance Business Partner) you will need to possess the following accountancy skills and experience:

  • Holds a degree in a relevant field or significant demonstrable practical experience
  • CIMA / CCAB qualified (CIPFA, ACCA, ACA - ICAEW, ICAS, ICAI)
  • Practical experience of successfully performing in a similar role.
  • Experience of effectively contributing to department objectives.
  • Experience of successfully identifying appropriate communication channels to deliver information.
  • Experience of effectively contributing to organisational vision.
  • Demonstrable experience of managing and championing change successfully.
  • Strong communication skills with the proven ability to influence, negotiate and challenge.
  • Experience of making compelling business cases/ reports to a range of audiences.
  • Demonstrable experience of successfully managing budgets.
  • Proven experience of confidently and professionally conveying information both written and oral in a clear, concise and persuasive style.
  • Comprehensive experience of leading, negotiating and influencing stakeholders.
  • Experienced in forming and developing effective senior level working relationships with Members, Government and partner organisations to achieve the best outcomes for the organisation.
  • Comprehensive experience of providing leadership in a complex public-private sector partnership context.

Job Offer

Senior Finance Officer - Policing (Finance Business Partner) is at a Grade L on the WYCA pay scale, with salary range between £41,216 and £47,724 depending upon relevant experience.
