The Department of Justice and Community Safety (the department) is seeking a Senior Business Analyst, to provide a critical role in the Victims of Crime Financial Assistance Scheme Reform Project.

About the business unit
Victim Services, Support and Reform (VSSR) is part of the Service Delivery Reform, Coordination and Workplace Safety Group. VSSR provides strategic leadership and advice on victims of crime issues across government, as well as direct service provision through a range of programs including the Victims of Crime Helpline, Victims Register and the Victims Assistance Program.

About the role
The Senior Business Analyst will analyse existing business requirements; define new business operating model needs including the transition from the current Victims of Crime Assistance Tribunal (VOCAT) in the Courts; work with a range of stakeholders to facilitate and elicit information; and document the new business model in a comprehensive and useful way that is understood by relevant stakeholders to deliver the solution.
This role will suit an experienced business analyst who has led and worked on service delivery transformation projects and enjoys working in a high performing, fast-paced environment at the forefront of reform across multiple subject areas.
Some of your duties will include:

* Consult with stakeholders to negotiate access to, document and analyse business processes and system requirements associated with the current model in VOCAT.
* Elicit and develop business, functional and non-functional requirements, data inputs and processes for the design of the new business and service model, taking into consideration leveraging and integrating with existing systems in the victim service system.
* Develop and map service design and operational workflow options in collaboration with other FAS Reform Team members and FAS working group stakeholders.

About you
To be successful you will have:

* Demonstrated knowledge and a sound-track record in the management, planning, identification, documentation, review and analysis of business processes and business requirements at a senior level.
* Demonstrated knowledge and proven expertise in working on complex service delivery or operational administrative model projects (ideally in a government, justice or social services sector).
* Demonstrated high level of research gathering and data/information analysis skills and the ability to make sense and communicate meaningfully to stakeholders.
* An ability to analyse the capabilities of contemporary tools and technologies as part of the design process.
* Proven ability to use various technologies to document effectively process maps, workflows and business requirements.
* Highly organised and detail orientated regarding documentation and recording of business solution design.
* Demonstrated project management experience, including the ability to achieve objectives within tight timeframes.

Relevant qualification in a business-related discipline is desirable, for example diploma or certificate in Business, Business Administration or Project Management, or in an operational systems thinking/design area.
