Background

The National Association of Attorneys General (NAAG) was founded in 1907 to help attorneys general fulfill the responsibilities of their office and to assist in the delivery of high-quality legal services to the states and territorial jurisdictions. 

NAAG Finance manages the financial transactions of the Association and Mission Foundation, including preparation of internal and external financial statements, financial administration of NAAG’s federal and other grants, investments, accounts receivable, accounts payable, payroll, and management of the Association’s financial database systems.

Position

The Controller is responsible for the fiscal operations of the Association/Foundation utilizing generally accepted accounting principles and controls. The Controller is responsible for managing all accounting/auditing, financial and budgeting activities. The Controller must possess strong management and organizational skills; master the ability to multi-task; work under deadline pressure; and adapt quickly to changing priorities.  Excellent PC skills; advanced knowledge in Microsoft Office products (Excel), accounting software and association management systems; strong communications skills; the ability to maintain strict confidentiality, professionalism, composure and discretion are essential.

The Controller is a senior staff position and reports to the Chief Financial Officer (CFO).

Responsibilities

  • Direct the accounting functions of the organization; supervise staff accountants.  Lead the accounting team to ensure timely monthly closing and financial report preparation.
  • Prepare/review monthly financial reports, compare to budget and explain budget deviations.  Reconcile net assets, investments, grant funds.  Review senior accountant's reconciliations and draft financial statements.
  • Maintain, manage, and improve the accounting system and implement upgrades and interfaces from other systems. 
  • Support program staff in developing grant budgets and reports.  Provide assistance and guidance on other association projects from a financial aspect.
  • Assist the CFO in the overall budget process. Review department budget proposals received from staff; discuss proposed changes and significant revisions with staff.
  • Monitor and comply with accounting standards. Ensure compliance with bank policies and procedures.
  • Manage audits and tax filings.  Ensure proper compliance with tax and other regulatory requirements and changes; state and local laws regarding business licenses and state registrations; state tax exemptions and 1099 requirements.
  • Ensure proper application of restricted funds.  Forecast cash requirements and obligations as a basis for maintaining adequate funds.  Ensure internal controls are adhered to regarding vendor management and accounts payable (A/P) processing.
  • Enforce departmental and company policies and procedures; suggest process improvements.  Direct the performance and professional development of the accounting staff.
  • Oversee grant procedures and reporting requirements and ensure NAAG staff are informed and trained on compliance issues; notify management and staff of changes.  Develop and negotiate federal indirect rates.
  • Supervise and coordinate the preparation of financial and budget reports to government agencies.
  • Oversee the Accounts Payable (A/P) process, including reviewing, approving and verify coding of invoices; review and approve disbursements.
  • Supervise the Accounts Receivable (A/R) system; establish policies and procedures concerning A/R; review daily cash report; and monitor outstanding A/R.
  • Maintain and keep employees’ and the association’s financial information in confidence.
  • Other tasks as assigned, based on the needs of the Association.

Qualifications

  • CPA/MBA or equivalent and 7-10 years relevant experience in the accounting field.
  • Demonstrate skills and experience in supervising and managing finance staff and working with professionals in a dynamic environment.
  • Experience with accounting systems automation, conversions and implementations preferred.
  • Not-for-profit, association financial management experience preferred.

Compensation:

Salary range ~ $105,000-$115,000 and commensurate with experience. NAAG offers a very generous benefits package.
