XLA is looking for a Sr. Management Consultant to support a federal agency located in Washington, DC to serve as a lead under the Internal Audit Support functional area. Responsibilities include:

  • Executing monthly data quality reviews of AFP stakeholders;
  • Examining case file documentation for data quality review samples from all of the AFP's participating agencies to determine the validity of the data recorded in CATS;
  • Assisting in the development of data quality test plans;
  • Collecting and analyzing results, preparing summaries with recommendations;
  • Performing in-depth analysis of CATS data to identify discrepancies throughout the various stages of the asset life cycle of a seized asset;
  • Assisting with preparing and analyzing risk assessments;
  • Drafting data quality review results summary reports for all reviews performed; Preparing reports of reviews and findings for participating agencies and AFMS and documenting corrective action plans;
  • Facilitating and participating as needed in work sessions with AFP stakeholders;
  • Providing support to participating agencies, as needed, to integrate CATS data quality and other program reviews or initiatives with existing agency processes to enhance internal controls and maximize efficiency and effectiveness;
  • Documenting or updating key business process narratives;
  • Developing CATS data quality training strategies for participating agencies, which may include written training materials, conference modules, and on-line and video training;
  • Performing risk assessments for AFP-participating agencies to determine the level of testing needed using past and current review results and incorporating emerging issues;
  • Supporting AFMS in utilizing CATS and UFMS to support this requirement;
  • Streamlining and automating data quality reviews and audit-related processes;
  • Developing data analytics tools;
  • Preparing ad hoc queries or reports to meet AFMS or Departmental management's specific needs;
  • Representing AFMS, in conjunction with government staff, as asset forfeiture subject matter experts at meetings, conferences, and trainings;
  • Facilitating and participating as required by the Government in work sessions with CATS participating agencies. The Contractor shall provide written documentation of all work sessions with CATS participating agencies to the Government's Project Manager, to include, at a minimum, the topics discussed, any decisions made and actions taken, any problems identified, a list of follow-up documents needed by the Contractor, and agreed upon dates for Government submission of the documents to the Contractor;
  • Providing assistance to AFP stakeholders in the modification of CATS records and the resolution of CATS data quality issues;
  • Preparing and analyzing CATS "aged asset" reports;
  • Developing a strategy to address the CATS "aged asset" population;
  • Maintaining dashboard(s) with drill down capability to show summary information in tables and charts for quick understanding, with the ability to pull the source data making up the dashboard summary numbers;
  • Leveraging existing asset forfeiture knowledge and experience to identify root causes of data quality issues, assessing related risk, and recommending corrective action;
  • Performing other duties as assigned including special projects or meeting new requirements from legislation or management; and
  • Maintaining a monthly report which details all of the assignments requested by the Government.

  • Bachelor's Degree in business or finance and 10 (ten) years of relevant experience
  • Expert level experience with Word, Excel, PowerPoint, Access, Visio, and Microsoft Project
  • Experience with UFMS and CATS
  • The ability to obtain and maintain a U.S. Government security clearance
