Fully Qualified Principal Accountant required for a well respected Kent based Local Authority. Applicants will be considered if they possess good financial modelling and year end accounting experience. Knowledge of Local Authorities is also advantageous.

Highly respected and successful Kent based Local Authority are looking to recruit a Principal Accountant.

Description

Local Authority Trading Company

To play an active role in the development of the annual business plans for the Group.

To develop financial policies and procedures for the company and monitor compliance with these arrangements.

To develop arrangements for managing the accounts receivable, accounts payable and cash management functions, including the necessary financial control measures, reconciliation and variance analysis activity.

To prepare monthly management accounts, reporting packs and cash flow statements for the Group, providing commentary on performance, variance to budget and risk management.

To prepare financial information for presentation to the Board on a quarterly basis.

To provide financial advice, support and information to the Group as required on all aspects of business, offering advice on complex issues and conducting financial modelling where requested. To include attendance at meetings as required.

To work with tax advisors, external accountants and other professional persons in the statutory accounting process and filing of annual tax accounts.

To contribute to the preparation of Group Accounts for the council and the annual External Audit process as required.

Regeneration and Asset Management (including Property Acquisition and Building Programme)

To provide financial advice, support and information to the Council on as required on all aspects of its asset management activity, offering advice on complex issues and conducting financial modelling where requested.

To provide financial advice, support and information to projects undertaken by the Council as part of its regeneration activity, offering advice on complex issues and conducting financial modelling where requested.

To make an active contribution to corporate working groups established in this area of work.

To produce budgeting and accurate and timely financial monitoring information for presentation to Management and Elected Members.

To contribute to the maintenance and development of arrangements to ensure that the strength and performance of the council's property portfolio is continuously monitored and reviewed.

To support the council's activity to review and redesign services whilst promoting good financial practice and compliance with the relevant accounting, statutory and Council financial regulations and procedures.

To support the pursuit of external funding that will enable delivery of the Council's corporate priorities, including supervision of the Funding Officer.

To promote the Council's financial accounting systems and contribute to the development of system capabilities.

To develop positive and constructive working relationships with officers across the council.

To deputise for the Assistant Director (Corporate Services) when required.

To attend as necessary, relevant meetings, both internal and external, as a representative for Financial Services.

To attend technical forums as and when required to ensure continuous development and maintain up to date technical knowledge.

To contribute to the ongoing development of the processes used and services offered to the Council by Financial Services.

To carry out such other duties as may be required of you, commensurate with the grade and level of responsibility, as directed by management.

To participate as required in the Council's Emergency Planning Operations which may involve duties outside the post holder's normal job description and contracted hours. In the event that an incident has occurred which disrupts the council's ability to deliver it's critical functions, the post holder will be expected to participate in the recovery stage which may include undertaking duties within the post holder's competencies in other departments and/or at other locations.

A commitment and contribution to the Council's Equal Opportunities Policy is an essential requirement of the post.

The post holder will carry out all duties and activities having regard to the provisions of the Health and Safety at Work Act 1974, and in accordance with any instructions from senior members of staff under that Act or any Council or Departmental Codes of Practice or Procedures.

The post holder must ensure that data quality and integrity is maintained and that data is processed in accordance with council policy, the Data Protection Act, the Freedom of Information Act and other legislation

The post holder will comply with Statute and Council Policy in all respects.

Profile

Must be a qualified member of CIPFA or CCAB qualified

Experience of private sector accounting or working within a Local Authority Trading Company structure.

Experience of working with Civica Financials.

Experience of procurement in a Local Authority setting

Experience of working at a senior level since qualification.
