Director: Strategy & Institutional Oversight
*Job Purpose:*
To oversee the development of institutional strategy, performance monitoring & evaluation and oversight

*Strategy, Innovation and Organisational Performance*

* In close partnership with the Secretary and with the direction of the Speaker, determine the strategic direction of the WCPP for the relevant reporting cycle
* Monitor on an on-going basis legislation, policy and strategy in the Sector, at national and provincial level that potentially could impact on the WCPP's strategic and annual performance plans
* Facilitate the high level prioritisation of strategic goals, objectives and deliverables
* Drive strategic and operational planning processes:

* Co-ordinating and facilitating strategic planning sessions and guide and advice the senior management team on the direction and possible long-term initiatives that will achieve the WCPP's strategic objectives.
* Advise on potential gaps in the strategic / annual performance plans as at Programme level
* Facilitate the alignment of the MTEF and other resources with prioritised strategic goals, objectives and deliverables
* Collate the WCPP strategic and annual performance plans and the narrative part of the budget statement
* Coordinate the tabling of the WCPP's strategic and annual performance plans
* Collate the WCPP Annual Report and coordinate the tabling thereof.
*Service Delivery Improvement*

* Development of Organisational Service Delivery Improvement Plan
* Development of organisational service delivery improvement implementation plans
* Collation of service standards / service charters
* Monitoring of and report on organisational service delivery improvement
*Project and programme management*

* Track programmes / projects via the dashboard
* Liaise with programme managers regarding deadlines and project processes
* Facilitate timeous programme and project progress reports to enable Senior Management to assess programme and project performance in terms of targets and/or milestones.
*Monitoring and Evaluation*

* Develop and maintain a Framework for monitoring and evaluation for WCPP:

* Developed and maintained a system for monitoring and evaluation;
* Provided advice on acknowledged performance monitoring, evaluation, review and reporting good practices (including methodologies and tools);
* Facilitated the actual implementation of such monitoring, evaluation, review and reporting good practices by all Directorates;
* Advised on information requirements for purposes of performance monitoring, evaluation, review and reporting;
* Advised on the format of performance monitoring and evaluation reports.

* Ensure efficiency and effectiveness in organisational performance system reporting:

* Provide advice on the development of performance and outcome indicators;
* Maintain a M&E data management system ;
* Provide baseline/benchmark information to measure results
* Coordinate quarterly performance reviews (non-financial) and collate quarterly performance reports;
* Collate mid-year budget and performance assessment reports;
* Collate the WCPP performance report in relation to its five year strategic plan (with emphasis on outcome indicators)
* Ensure that actual performance results inform the strategy and business planning evaluation and review/development processes.
* Manage the WCPP Organisational Performance Tracking and Measuring System (OPTaMes) Dashboard
*Enterprise Risk Management*

* Risk Champion for the WCPP

* Establish and maintain a risk management philosophy and culture in the WCPP

* Manage the development, implementation and maintenance of an ERM Framework and supporting policies and procedures
* Manage the development and implementation of a strategic and annual ERM plan
* Manage the development and implementation of risk assessment methodologies, models and systems
* Manage the assessment and maintenance of the risk maturity profile of the WCPP
* Manage the identification of risks utilising appropriate tools and techniques
* Manage the assessment of identified risks
* Manage the compilation of strategic and operational risk registers
* Manage the development of risk response strategies (mitigation plans)
* Report all relevant ERM matters, including; findings, risk positions and recommendations to relevant stakeholders
* Manage the coordination of risk management with all assurance providers
*Governance and Policy Coordination*

* Develop and maintain a governance framework for the WCPP
* Provide advice and assistance with corporate governance issues
* Assist with the development of committees' terms of reference and appropriate governance structures
* Ensure the establishment of a comprehensive business continuity plan
* Serve as a permanent member of the Governance Committee
* Attend meetings of the Audit Committee, Auditor-General, Internal Audit and Provincial Treasury
* Actively build and strengthen relations with these assurance bodies and ensure cooperation and an amicable relationship between the WCPP and the bodies
* Provide advice to policy owners on policy development and implementation
* Manage the policy framework including the coordination of the policy library
* Coordinate and chair policy working group
* Ensure that the WCPP has the appropriate procedural manuals, decision-making maps and governance structures to facilitate the flow of processes within the WCPP with a view to optimise the efficiency of the WCPP
*Strategic Management*

* Actively participate in the review and development of WCPP's annual strategic plan and annual performance plan in accordance with the time-frames set by Treasury and Secretary
* Determined strategic direction of Directorate and ensure the establishment of strategies in support thereof, including plans for each Section
* Identified risks in your Directorate and advised on appropriate action
* Ensure the constant drive for improvement, development and change through research, networking and benchmarking
* Participated and provided inputs into the budget of the WCPP
* Participated in Sectoral initiatives and projects when and to the extent required
*Financial and Asset Management*

* Ensure the establishment of a budget through zero based budgeting in support of the strategic goals and annual plan
* Ensure the establishment of a procurement plan in terms of the annual plan
* Ensure the establishment of an expenditure forecast based on the procurement plan and the operational plan
* Ensure monthly expenditure reports and forecasting
* Ensure the adherence to the FMPPLA, the Finance regulations and the AO system
* Ensure the management of assets
*Human Resources Management*

* Ensure the effective management of performance in the directorate
* Ensure the planning of skills development and career management flowing from the management of performance
* Ensure the consistent and fair application of discipline in the directorate
* Ensure the management and planning of leave and absence in the directorate
* Ensure that there are mentorship programmes in the directorate and act as mentor to Managers
* Emphasise the values of the WCPP and strive to instil those in the culture of the directorate
*Reporting and Analysis*

* Ensure submission IYMs on/before due date with accurate projections and a narrative analysis of actual expenditure and projected expenditure

* Ensure submission of QPRs on/before deadline with supporting documentation
* Ensure submission Operational/Performance reports on/before the due date in the required format
* Ensure submission an analysis of performance to indicate where challenges are experienced and what interventions will be implemented in order to address challenges
* Ensure the submission facts and narrative analysis for Annual Report on/before the due date
* Ensure submission information required for Interim Financial Statements on/before due date
* Ensure submission information required for Annual Financial Statements on/before due date

*Minimum Qualifications*

* B degree
* Eight years' experience in a managerial position, responsible for institutional strategy and/or monitoring and evaluation
*Skills and Competencies*

* Knowledge of mandates of legislatures; parliamentary processes and procedures would be an added advantage
