Accounts Officer
The organisation
Y Cwmni Siarad (YCS) was set up in 2011 in South Wales. YCS wants to help traditionally under-represented groups to access psychological therapies by providing affordable and accessible, evidence-based therapies and other support.
YCS is a registered Charitable Incorporated Organisation (CIO) with the Charity Commission with the aim of expanding our services over the next 5 years and become a financially sustainable charitable provider.
The purpose of the Accounts Officer role
The successful applicant will join YCS at an exciting time as we change and expand to provide a wider range of services, including a new therapy centre in central Cardiff.

Accounts Officer Job Role
The Finance Officer will undertake all financial and management accounting for the organisation working closely with the service development coordinators to ensure that the service meets the needs of the organisation. The Finance Officer will be responsible for preparing financial and management reports to the Board, including the draft Annual Report and Financial Statements, for the limited by guarantee company and for the Charity.
The post holder is responsible for the production of periodic income and expenditure accounts for both internal and external stakeholders.
The role requires the post holder to work with consultants to develop a new accounting system(s) for YCS to our future needs, train members of staff in its use and to manage and maintain the system.
Duties will include production of budgets and management accounts and the preparation of reports to the Board of Trustees as well as a responsive and effective financial service to staff, volunteers, trustees, external funders, clients and other customers.
To be successful in this position you will need a minimum of 2 years' experience in a financial environment and a solid understanding of accounting principles. It would be an advantage if you have an accounting qualification or are working towards one. You will have experience of preparing management and financial accounts and have an ability to analyse and interpret financial and management information.
You will also need experience of using computerised accounting packages and be IT literate
This post is 7 hours per week.
Accounts Officer Key Tasks:
1. Finance Supervision
The Finance Officer will work with the Service Development Coordinators to provide volunteers, internal staff, board members and external organisations a single point of contact for payments, purchasing and banking administration.
The Finance Officer will:
* Establish a new financial and management accounting system, policy and procedures for YCS the company and YCS the Charity.
* Have Strong IT skills including excellent knowledge of Excel Data extraction and analysis.
* Carry out the day to day work of Finance.
* Provide necessary training to staff, volunteers and board in the accounting systems, methods and procedure to ensure that new financial and management systems, policies and procedures are adhered to across the organisation.
* Prepare Management Accounts and variance reports for the Board of Trustees as well as financial accounts.
* Attend the finance and business sub-group and advise the trustees accordingly in these meetings of financial position, financial risks and financial options.
* Contribute financial information to tender submissions and funding applications
* Prepare project finance reports and funder returns
* Prepare accurate and timely quarterly management accounts pack for staff and business group review
* Comply with year-end audit requirements for Companies House and Charity Commission.
* Lead on preparation of Annual Budget
* Assist with various ad hoc financial functions as required
2. Internal Financial Control
The Finance Officer will take the lead role in liaison with the external auditors and ensure correct reporting structures are maintained. The internal financial control work will include:
* Ensuring reconciliation of:
Bank records
Salary control ledgers
Other control accounts
* Overseeing debtor control and follow up procedures.
* Preparation of trial balance.
* Preparation of draft annual financial statements.
3. Monitor and Evaluation
* To provide regular reports to demonstrate progress towards meeting their own and the sections targets.
* To provide information to the Service Development Coordinators and the Board of Trustees as required enabling them to assess other staff and the organisation's progress against targets.
* To provide management information as required by the Trustees and Board of Directors to assist in decision making and consideration of options.
* To provide ideas, and advice on potential viability and sustainability, of potential diversified income streams
* Comply with all other policies and procedures as set out in the Staff Handbook and with any relevant legal and regulatory requirements.
* Demonstrate a constant awareness of cost and resource management, ensuring that the organisation receives and provides value for money
