About The Role
The Cloud Centre of Excellence - CCoE is part of the Group Infrastructure Operations Group within DDTS. Its objective is to lead the adoption of public cloud platforms and tools within Central Government. This will involve working with customers across the technologies of Microsoft Azure, O365 and Amazon Web Services. The CCoE will educate and inform customers, provide cloud guidance and governance, and will provision application services and infrastructure in the cloud in close cooperation with Digital delivery teams.

The Cloud Finance Analyst supports the Cloud Finance Manager with all financial and commercial aspects of the Cloud Centre of Excellence (CCoE). The role is responsible for updating financial products, producing specified reports and processing transactions required by the CCoE.

Manages Budgets

  • Support CCoE's Finance Business Partner in DDTS Finance in the processes of tracking expenditure and updating accruals for the CCoE function.
  • Update the spend forecast and obtain its monthly sign off.
  • Identify variances between actual spend and forecast/budget and ascertain the causes.
  • Proactively analyse and interpret data and highlight any financial risks or opportunities


Manage Accounts Payable

  • Raising of requisitions for the procurement of goods and services.
  • Validation of invoices
  • Receipting of goods/services to ensure invoices are paid on time
  • Liaising with suppliers as required through this process.


Operate Customer Financial Governance

  • Engage with customers as they go through the CCoE "on-boarding" process, and at other key points in the project delivery lifecycle, to ensure they are set-up on the financial systems and that financial controls are applied.
  • Ensure projects produce a cloud cost estimate prior to commencing spend on the cloud platforms and that budget is confirmed available.
  • Configure and maintain the standing data and tools required for cost allocation, reporting and monitoring in relation to customers/projects
  • Provide, agree and baseline quotes and cost estimates for CCoE service provision that are to apply during the live operational phase of the services delivered by projects. Ensure this is reflected in the "Whole Life Costs" definition for the service.
  • Respond to customer queries concerning the costs arising from their cloud usage and about related CCoE processes


Process Monthly Recharges to Customers

  • Operate the monthly recharge calculation process
  • Produce & issue recharge schedules to consumers
  • Ensure recharges are transacted in a timely manner in the finance systems


Resource Administration

  • Maintain time recording and reporting systems, including the adding/removing of users, projects and services as required
  • Produce time recording reporting & analysis, identifying trends in team time utilisation.
  • Co-ordinate requests for recruitment approvals

Supplier/Commercial Management

  • Manage the procurement and renewal of software licences that are managed by CCoE
  • Support the procurement and extensions to CCoE supplier contracts and Work Orders
  • Monitor and track contract and licence data


Producing CCoE cloud spend analysis reports

  • Responsible for producing standard monthly financial reports regarding CCoE's overall cloud spend and financial operation
  • Responsible for producing targeted monthly financial reports regarding the cloud spend of the key programmes hosted on the cloud via CCoE.
  • Support the monthly meetings held to review these reports
  • Identify trends, spend anomalies and savings opportunities arising in Departments cloud usage


Requirements

  • Proficient in using MS office tools, especially Excel.
  • Familiarity with Enterprise ERP products (E.g. Oracle/SAP)
  • Confident communicator across all levels
  • Strong organisational skills and attention and attention to detail
