Financial Institutions Group

The Financial Institutions Group (FIG) is committed to providing universal access to finance by 2020. Working through financial intermediaries allows IFC to support far more micro, small, and medium enterprises than we would be able to on our own. We work with a network of 900 financial intermediaries in more than 120 countries. Using a combination of investment and advice, we help strengthen financial institutions and overall financial systems - including capital markets – to enable them to play a constructive role in economic growth.

The objective of the assignment

The STC will be based in Colombo, working with the FIG advisory staff and support the team in the development and implementation of FIG Advisory program in Sri Lanka

Scope of work

The key scope of work of the STC is to undertake the responsibility of providing analytical support to ensure the smooth functioning of program management offices of ongoing and new transformation projects. The overall functions of a program management office are attached as annex I to the TOR:

In addition to the PMO support, other responsibilities include, but are not limited to:

  • Undertake the responsibility of various analytical work related to FIG AS program Analytical work which includes:
    • Performance analysis and financial statements analysis of financial institutes.
    • Support project leads and workstream leaders by undertaking analytical tasks assigned
    • Conduct industry/sector research on project related areas.
    • Providing relevant information based on industry and market research and assist in IFC’s business development efforts;
  • Background research on market and client-related issues, support project teams to organize and manage diagnostic missions, support project mission follow-up as needed;
  • Based on mission outcome, support development of proposals for clients (including budget and costing research);
  • Assist in processing internal documentation for project approval, scheduling decision meetings, helping with internal reporting and contribute to the drafting of concept notes, implementation plans and legal agreements;
  • Ensure timely reporting of project performance internally and externally as and when necessary but guided by the PLs (PSRs, PCRs, progress reports, monthly updates etc)
  • Support identification of appropriate consultants for advisory assignments by helping to manage the procurement, consultant selection and contracting process;
  •  Maintain a good knowledge of work programs to ensure timely delivery of tasks. Track project timetables, provide feedback and help with project team coordination.
  • Support the team to establish and maintain quality client relationships to ensure responsive client service and to enhance new business opportunities;
  • Participate in client meetings and coordinate work among IFC, consultants and clients
  • Perform assigned general administrative tasks, solve non-routine problems, and perform ad-hoc duties as required.
  • Undertake the responsibility of various program-related tasks assigned by project leads

Required Skills/ Experience

The ideal candidate should be a graduate in the field of finance/economics/business administration or any other related field. Academic background in gender would be an added advantage. A combination of academic and professional qualifications in finance, management, economics would also be considered for this post.

  • Minimum 3 years of experience in banking and finance is required to apply for the STC post.
  • Strong analytical skills, effective report-writing and communication skills in English as well as Sinhala and/or Tamil are essential
  • Ability to use Microsoft Project would be an added advantage.

Timing/ duration: He /she will be hired for 150 days in FY 20

Goals of a Project Management Office

  • The principal goal of the PMO is to ensure that a project  is delivered on time, to budget and that the benefits of the project are achieved as planned whilst managing the risks and issues
  • To establish a standard, systematic approach to planning, controlling and reporting on the implementation of the project
  • To enable all workstreams within the project to operate in a standard manner and collaborate effectively by managing the dependencies between them

Objectives for the Project Management Office, to achieve its goals the PMO must:

  • Ensure all workstreams are consistent with the project goals and achieve the desired project outcome
  • Ensure integration and coordination between workstreams, clearly identifying dependencies
  • Ensure resource allocation is prioritized and coordinated across workstreams in order to deliver project benefits
  • Define, implement and operate standard procedures and tools to ensure smooth functioning of the project through the introduction of :
    • Issues Management
    • Risk Management
    • Project Monitoring and Supervision
    • Project Communications
    • Project Governance
  • Ensure provision of standard procedures, tools, methodology, techniques and knowledge to ensure that all project teams within the project operate collaboratively.
  • Ensure project stakeholders/team members are fully informed of the project status and performance with respect to schedule, cost, deliverable quality and risk.

Functions of the PMO:

Administrative Support

  • Administrative support for workstream leaders
  • Collating and reporting project status to the steering committee
  • Providing standards and methodologies
  • Managing project documentation (including risk registers, schedules, incident logs, etc.)
  • Coordinating travel schedules, accommodation and other related activities

Operational Support

  • Providing estimating, scheduling and risk management expertise to works stream leaders
  • Coordinating plans between work streams and monitoring resource use
  • Monitoring and reviewing workstream performance
  • Monitoring and reviewing overall project performance
  • Implementing and operating a project information system
  • Monitoring quality and enforcement of standards

Advisory Support

  • Developing competencies of personnel, including training and mentoring of workstream leaders  and their support staff
  • Advising workstream leaders
  • Providing advice and recommendations to the steering committee
  • Evaluating workstream leaders’ performance
  • Recruiting, selecting and/or allocating workstream leaders and support staff
  • Recording, analysing and disseminating lessons learned

Strategic & Governance support

  • Identifying, selecting and prioritizing activities, including involvement in benefits management and business cases, contingencies, etc.
  • Manage strategic communication of project progress to stakeholders 
  • Allocating resources between work streams
  • Conducting workstream health checks and post-project reviews
  • Monitoring and reviewing PMO performance and its effect on project delivery
