Summary

This is not the Civil Service as you know it! HMRC is continuing to implement bold plans to transform our IT and digital services. We are already one of the most digital organisations in the UK, and our aim is even more ambitious: by the end of 2020 we will be one of the most digitally advanced tax authorities in the world.

This is an exciting time within the Chief Digital and Information Officer Group, as we transform the way our customers and suppliers interact with HMRC. We continue to roll out innovative, joined up and reliable digital services whilst at the same time transform how we get the best value from all our IT contracts and services with smarter and more flexible sourcing.

This is an exciting time to join an organisation that probably doesn't work how you'd imagine a government organisation would.

Job description

Your role will be to partner and collaborate with colleagues across the organisation, acting as the face of finance and taking finance to the heart of decision making, by bringing together policy with financial and commercial awareness and analysis. As a critical friend to the business, ensuring stewardship of public funds, efficient and effective use of budgets and provide senior leaders with insightful financial analysis to inform decision making.

Responsible for managing relationships with EPS, Commercial, CIO Groups, Transformation Programme and Corporate Finance stakeholders, providing constructive challenge to ensure financial governance, control and alignment is maintained, with balanced commercial and professional reporting.

Supporting strategic and tactical decision making, you will ensure financial consequences, risks and opportunities are understood at an early stage and are considered at the point at which decisions are taken. You will listen to, understand and articulate the voice of the customer on all financial matters.

You will play an active and collaborative part in the running of CDIO as a senior leader who is passionate about driving positive cultural change.

Responsibilities

What's Expected?

• You'll be the key liaison point between Finance and the EPS Director, building strong, trusting and credible relationships.

• Build in depth understanding of the business and their cost drivers. You will understand the performance and customer priorities for the department and the critical path for their delivery through collaboration and continued relationship building. You will develop a long term savings plan for EPS in order to significantly contribute to the achievement of cost reduction targets.

• Develop and lead the EPS financial strategy to enable successful achievement of objectives, linking to IT contract changes and their impact on EPS, understanding the Tech Sourcing Programme and how this will change the cost base.

• Support the business through the ongoing planning cycles to obtain funding for delivery business priorities, optimise the allocation of funding and create new value. You will be responsible for the Spending Review planning with responsibility for further development.

• Take the management accounts as the basis for robust evidence upon which to develop financial management insight, to identify possible areas for focus, understand what is driving budget variances and develop cost mitigation or risk management strategies.

• Be an active member of the HMRC FBP Network, building relationships with other areas of HMRC and influencing the overall finance business partner strategy.

• Improve and build financial management and capability for all. Knowledge sharing is a fundamental requirement, to work collaboratively in an integrated and interdependent way, while you build and maintain financial capability and understanding across the wider organisation.
