I am currently recruiting for a Treasury Accountant, on a permanent basis within the Warwickshire area, this role is for a Local Government Public Sector client of mine, who are focussing commercial projects and development initiatives, they require a candidate particularly skilled in this area.

Salary:
Up to £44,000 per annum

Essential requirements for application consideration: The successful applicant for this position, must be a qualified accountant and have experience of working within a Treasury position preferably in Local or Central Government alternatively they will need to be from a Public Sector background

Requirements of Treasury Accountant:

  • Manage and co-ordinate the Treasury Management activities, VAT and HMRC compliance areas; Housing Services (HRA/General Fund) revenue budgets; and Capital budgets/programmes (including financing and asset management/balance sheet transactions)
  • Prepare the Treasury Management Strategy, Prudential Indicators, Treasury Mid-Year Report, and Treasury Outturn Report including presentations to and scrutiny from Audit and Ethics Committee
  • Monitor, report, and forecast the investment portfolio and debt financing position across General Fund and HRA in year, Medium Term Financial Plan and HRA 30-year business plan time horizon
  • Carry out research, development, and due diligence appraisal of innovative financial products, structures, and funds to optimise net treasury position and align with Environmental, Social and Governance (ESG) policies
  • Provide financial expertise for, training, and attending various Senior Management Team and Member working groups
  • Complete year-end service revenue and capital accounts and production of HRA I&E, Cash Flow Statement, Financial Instruments, Non-Current Assets, Capital Financing, and related disclosure notes within the Statement of Accounts and WGA
  • Lead in specialised areas (HRA acquisitions and new build analysis, commercialisation, partial exemption VAT implications of land and property transactions, etc.) through financial evaluation and risk identification resulting in production of robust financial data and recommendations

Person Criteria of Treasury Accountant:

  • Minimum 2 years post-qualification experience in a professional finance environment
  • Understanding of Local Government policies and legislation
  • Fully qualified member of one of the accountancy institutes in CCAB, ACA, ACCA or CIMA (preferably CIPFA), and to be comfortable challenging processes
  • A confident communicator, you'll foster great working relationships with those you work with

The ideal candidate for this position will be personable, have a strong commercial acumen and advanced Excel skills.
