Your Role

Key tasks

Provide specialist, professional expertise
Provide advice and technical guidance
Provide judgement and decision
Contribute expertise to complex cases
Keep up to date with legislation
Liaison with external agencies and partners, including courts, tribunals and other formal bodies
Support, guide, advise other teams in area of expertise
Reports to committees
Contribute to enabling and prevention of demand
Specify and manage projects, contracts and supplier relationships
Accountable for ensuring adherence to Council policy / strategy
Ensure and develop case management knowledge
Develop and manage policy and strategy, applying discretion
Work closely with lead specialist & people managers
Technical mentoring and support to other specialists
Manage complex cases or issues (medium impact politically, financially, risk etc)
Provide technical leadership on strategic projects and programmes
Key areas of focus for the role include:

Coordinating the delivery of core financial management and reporting processes including budget setting, monitoring and performance reporting for revenue, capital and projects.
Driving the development and continuous improvement of the finance business partner team and the quality of service provided to service managers and directors.
Preparing consolidated financial performance reports for Directors, the Performance Board, senior management and elected councillors.
Establish and coordinate key controls and reconciliations to provide assurance over quality and integrity of financial reports, working closely with the Systems and Project Accountant.
Provide financial advice and information to senior finance officers, senior managers and councillors.
Lead and coordinate training and support to drive improvements in the financial knowledge and skills for managers and staff within services.
Lead and coordinate the development of improved costing and pricing of services to ensure costs are controlled, and income policies and targets are met.
Act as lead finance business partner to some key projects, to advise and support - directly and through the finance business partner team - on the creation, delivery and tracking of business cases and outcomes. This will include provision of robust financial appraisals, and technical advice on financial implications and risks.
Ensuring key financial control procedures are robust and operating effectively, confirmed through key performance reporting, and achieving improved internal audit assurance.
Work closely with the Lead Finance Business Partner and Finance Operations Manager to drive quality and continuous improvement, to help achieve our ambition of excellence in all aspects of the finance service.
You will have a good understanding of the wider local government finance and accounting systems to support corporate financial planning and accounting compliance.
