We're looking for a candidate to fill this position in an exciting company.

  • Ensure the development of a financial strategy and plan for the ICS which will support the delivery of a sustainable health economy.
  • Lead on the development and agreement of financial planning for the system that aligns service commissioning with financial sustainability.
  • Responsible for developing an overall financial operating framework for the system and longer term financial plan.
  • Support the development and delivery of programmes required to continue with the transition to a NWL ICS and a single CCG operating model.
  • Be the professional expert on finance, providing advice and financial leadership to t h e whole N W L system.
  • Working as part of the senior leadership team, identify and deliver activity and financial savings as a result of transformation and service change.
  • Ensure effective financial reporting to allow financial decisions to be taken against delivery of agreed targets set for the ICS by NHS Regulators.
  • Ensure that constituent financial plans are fully aligned and develop processes to address 3 any points of difference prior to requirements for external mediation. Negotiate solutions to balancing finances at a sub-system level and across the ICS.
  • Oversee emerging financial systems and internal controls, including the development and modification of accounting systems and liaison with regulatory bodies.
  • Maintain a strong focus on financial risk, identifying risk at the earliest opportunity and being pro-active in exploring and implementing solutions and mitigating arrangements;
  • Support and contribute to collaborative working arrangements between all parties across the ICS.
  • Be an active member of the NWL ICS Chief Executive Group and the CCG management team, contributing and advising on key business decisions and enabling continuous improvement and development.
  • Offer professional support and line management to all members of the CCGs and ICS finance team.
  • Be responsible for ensuring that the ICS has an agreed Estates and Capital Strategy and system for the assessment and prioritization of capital proposals in line with regulator and local requirements.
  • Be responsible for ensuring an appropriate programme of counter-fraud initiatives and training is in place to protect the resources of each CCG.
  • Responsible for financial reporting of the CCG and ICS budget including staffing and resources allocated to work streams.
  • Be the lead ICS director responsible for planning and manage the CCG contracting and ICS PMO functions.
  • Lead the ICS wide Finance Directors group.
  • Educated to degree level with a Masters or equivalent qualification or experience.
  • Full member of one of the individual CCAB bodies or CIMA maintaining registration and CPD requirements
  • Evidence of Continuing Professional Development
  • Track record of working at board level in either an NHS Commissioner or Provider organisation.
  • Senior level experience of managing significant budgets, and maintaining financial balance in the face of increasing demands, with exposure to board level committees.
  • Experience of developing and implementing strong performance management systems against clear business objectives and organisational vision
  • Track record of success and delivery in leadership roles including strategic development and delivery
  • Experience of senior level decision-making and delivery in a changing environment
  • Significant leadership experience in public sector contracting negotiations, material exposure to NHS contract agreement processes considered advantageous.
  • Leading material Capital and Estates programmes from a financial perspective
  • Experience of leading complex negotiations to a successful outcome
  • Experience of communicating complex financial matters in laypersons language
  • Demonstrable experience of communicating with Board members, colleagues, clinicians and public both in day-today management settings and in managing and resolving potential conflict situations
  • Experience of managing external service providers
  • Experienced in collaborative working with other organisations at a senior and strategic level.
  • Senior level experience in collaborative programmes or multiagency partnerships
  • Extensive experience of working and influencing Arms Length Bodies and regulators.
