Job title: Head of Technical Finance
Reporting to: Director of Finance
Duration: 6 months

Job purpose
The post-holder will be responsible for helping to ensure the proper administration of the company's financial affairs, by delivering high quality financial services, as a critical contribution to the efficient, effective and economic achievement of the company's principal aim. This will embrace the strategic, regulatory, statutory and stewardship responsibilities which are fundamental to the operation of the company

Key accountabilities

  • Provide advice to the Head of Finance and Director of Finance & Contractual Services on developments affecting local government finance including new legislation, Government Circulars and Consultation papers.
  • Ensure the company complies with statutory accounting treatment under current legislation and manage the preparation, approval, publication and external audit of the company's final accounts within statutory deadlines. Lead on developing the role of wider Finance staff in the accounts process, in particular the Finance Business Partners.
  • Support the completion of the company's Annual Governance Statement, for Final Accounts purposes, and support Corporate Risk Management assessments and declarations.
  • Play a lead role in the project to review and replace the company's finance system, ensuring that it meets the companys requirements.
  • Maintain the Finance Departmental Risk register in consultation with the Finance Management Team.
  • Advise on Risk Management best practice.
  • Ensure effective systems are in place to manage capital expenditure, including the management of capital financing costs, and the inclusion of capital information in the financial position and budget reports.
  • Ensure that accountancy policies and practices reflect best professional practices and changes in legislation. Ensure best practice and co-ordination of the Treasury Management, Insurance functions, Technical Accounting processes, systems of payroll, accounts payable and receivable and associated Central Government reporting requirements. Research and advise on technical and statistical matters in respect of the Revenue Grant Distribution and associated Formula grant formulae, development of alternatives in consultation with the Department for Communities and Local Government (DCLG), other central Government agencies
  • Maintain an up to date and detailed knowledge of all matters affecting the Revenue Grant distribution, Capital funding regimes, Local Government legislation, Taxation rules and regulations as regards VAT, PAYE and the Construction Industry Tax deduction scheme, CIPFA technical accounting requirements, and Risk Management. Act as an authorised signatory for cheque and electronic banking payments from the Bank accounts.
  • Ensure an effective payroll service is provided by the Department. Ensure effective systems of internal control are in place in Finance, and across the organisation.
  • Lead on improving links between all areas of Finance, in particular between management and financial accounting.


Experience and Knowledge:

  • Membership of a CCAB body and/ or a relevant management qualification will be regarded as evidence of possession of necessary technical/management skills and knowledge.
  • Experience of working in Finance for a large organisation including full annual cycle experience from Budget Estimates to Closing of Accounts. Experience of using a range of information technology applications together with good keyboard skills and an understanding of the ways in which IT applications can be utilised to support complex accounting and organisational functions
  • Experience of managing, developing and training support staff including planning, organising, monitoring and controlling work in an efficient, economic and effective manner to meet business objectives.
  • Experience of the successful management of organisational change and the development of projects, services, new and revised policies, procedures and standards to cater for and support change.
