One of our local authority clients are currently recruiting for a Finance Officer. This is a temporary contract for 3 months with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

* To support Team Leader in the efficient and effective provision of a comprehensive client Court of Protection and Appointee ship function for Adult's Services, including all aspects of Appointee ships and assistance as when required on Court of Protection Deputyship,

* The Post holder will manage a case load of appointee ship cases and be responsible for the service user's financial affairs.

* The post holder will support The Team Leader and Head of Safeguarding.

* Fundamental to fulfilling the responsibilities of this post is the ability to respond flexibly, positively and successfully to the ever-changing pressures which local authorities face. This Job Description is a guide to the level and range of responsibilities the postholder will be expected to undertake initially. It is neither exhaustive nor inclusive and will be changed from time to time to meet changing circumstances and demands.

Duties and Responsibilities

* To assist with specific aspects of the appointee ship function, acting on behalf and protecting and promoting the financial interests of service users ensuring all statutory obligations are fulfilled,

* To assist with specific aspects of property protection acting on behalf of and protecting and promoting the financial interests of service users, ensuring all statutory obligations are fulfilled, including maintaining and reconciling payments and accounts,

* To be responsible for payments to utility companies, care homes, income team and other external agencies on behalf of the client

* To assist in the preparation, analysis and provision of accurate financial management information to be included in monthly performance reports.

* To support the Team Leader in their role as Authorised Officer for Deputyships by assisting with the preparation of accounts to Court of Protections

* To be responsible for supporting effective liaison with external and internal audit, including the efficient filing and retention of documentation, maintaining appropriate audit trails for subsequent retrieval as and when required.

* To assist with the review and update of all documentation, policies and procedures and compliance with statutory requirements in accordance with professional standards and the Council's policies and procedures and Corporate requirements.

* To ensure Service users will receive their weekly allowance could be via the Post Office pay out scheme or via the providers.

* To carry out administrative duties as designated by the Team Leader. This will include cheque handling.

* Seeking opportunities for contributing to sustainable development of the borough, in accordance with the Council's commitment to making Redbridge a cleaner, greener place to live. In particular, demonstrating good environmental practice (such as energy efficiency, use of sustainable materials, sustainable transport, recycling and waste reduction) in your job.

* Complying with the Data Protection Act 1998 - treating all information acquired through your employment, both formally and informally, in strict confidence and in accordance with Caldicott principles.

* Complying with the Code of Conduct, other practice guidelines and the rules and protocols defining employees' access to and use of the Council's databases and systems. Any breaches could result in disciplinary measures.

* Maintaining client records and archive systems in accordance with departmental procedure, policy and statutory requirements.
