Harris Hill are proud to be working alongside an international NGO looking for a Humanitarian Contract and Finance Officer for a 9 month assignment. The successful candidate well be required to provide integrated contract, financial and compliance expertise to a number of funded contracts, throughout entire programme cycle: from pre-positioning with partners, funding proposals, monitoring and interim reporting, through to final donor reporting and project close-out. You must be able to work independently on grants and with support on complex grants and commercial contracts. You are expected to take your learning and development seriously and develop skills to enable you to work independently on complex grants and commercial contracts. You will have the experience to provide knowledge and expertise on key donors, working with Contracts & Finance colleagues (including Contracts & Finance Manager) to develop tools, templates and guidance, and deliver training/capacity building. This role is also a key interface with UK Finance team, providing key project information for UK financial processes, monitoring against financial indicators and providing financial monitoring reports to the programme managers. The portfolio of contracts assigned to the Humanitarian Contracts & Finance Officer will be largely based on the geographical sub-team the position is located within, but flexibility is required to balance workloads across the Contracts & Finance function. We encourage candidates with excellent grant management skills, as well as candidates with finance experience and skills to apply. You should have an excellent attention to detail, be able to multitask and work under pressure, and be professional to deliver quality work in a timely and accurate manner. An ability to quickly form effective relationships with Partner NGOs and internal teams within CARE will allow you to shine in this role. Experience : Range of experience of finance and compliance experience with DFID, EC, other donors Exposure to complex grants and commercial contracts Skills/Ability : International grant management for a range of European donors Excellent financial analysis and monitoring skills; data analysis and ability to deal with high volume data and range of donor budget/reporting formats; excellent attention to detail Excellent budget analysis and monitoring skills, ability to draft budget notes Highly competent in Excel, strong understanding of databases and financial systems Team working able to build strong working relationships (including remotely) and proactively contribute to joint objectives Strong communication skills in English, both oral and written; able to communicate financial and contractual issues to non- expert colleagues Managing Self - able to work independently, and to prioritize, meet deadlines and maximize efficiency. Experience in cash flow and exchange rate management, and understanding of tax regulations relevant to grant management in an international setting Exposure to managing consortium's, payment by results systems, value for money frameworks an advantage. Experience of Oracle, PeopleSoft an advantage. Understanding : Strong understanding of UK/European donor financial compliance and contract requirements. This assignment is for an initial 9 months
