Our client, the largest Christian charity dedicated to disability work in the world's poorest countries, is looking for a Programme Finance Officer to join their team. This is a full time, permanent role; based in North Cambridge but overseas travel would be involved for up to 8 weeks per year. Reporting to the Finance Manager, the Programme Finance Officer has a key role to play within the Programme Development Department; delivering and supporting high-quality financial assurance and compliance of our client's programmes and projects in countries of operation. Key responsibilities include: Assisting in reviewing/completing reports from country offices and affiliates, and ensuring they are prepared according to guidelines Working closely with finance staff in the field; monitor compliance with procedures and regulations, either remotely or during site visits. Conducting audits of projects and affiliates Reviewing and validating financial records and reports of partners and affiliates Liaising with financial staff and non-finance managers; identifying, investigating and reporting on problem areas or delays Track auditing and reviews of external auditing of partners, country offices, and projects Ensuring adequate application of administrative procedures and application of internal control procedures to safeguard project assets Monitoring financial positions, burn and transfer rates of projects, and providing analysis and/or feedback where required Produce ad-hoc reports, reconciliations and analyses and reply promptly to enquiries from the Programme Department and management Supporting the Programme Finance Manager in the preparation of the annual budget and Programme focal points with project's budgets Assisting the Programme Finance Manager and the wider Programme Department in the revision, development and implementation of new/revised work methods, procedures and systems. Undertaking accounting, record keeping, monitoring and tracking of funding resources, transactions and project expenditure Candidates must have at least 3 years' experience in management accounting (or a similar finance role) and must have a BSc (or equivalent) with Finance/Accounts/Business Administration as a specified area of study. Candidates must also possess a professional certificate in accounting and finance at the ATT level, or must be working towards a recognised accounting qualification (ACCA, ICAEW). It is essential that candidates have experience in bookkeeping in a computerized environment using an accounting package. Full understanding of assurance and compliance aspects in project management is necessary. Understanding of charity statutory accounting requirements, alongside experience working with an international NGO, or experience in internal/external audit or similar assurance roles would be desirable. Candidates must possess excellent spreadsheet skills alongside strong general IT skills. It is essential that candidates have sound knowledge of the management accounting requirements of an international NGO. Report writing is a required skill; experience preparing accurate, relevant and clearly presented information is essential. Presenting information verbally is also a necessity; candidates must have excellent communication skills, comfortable to communicate with stakeholders across all levels.
