Provide expert advice on cost of capita, including (inter alia) how to set the cost of equity; the cost of debt; and gearing. Provide expert advice on corporate and project financing to assess the financeability of Ofgem's proposals on cost of capital, including extensive engagement with rating agencies and City analysts.

Ofgem is the Office of Gas and Electricity Markets operating within the Public Sector and Government space. Ofgem are a non-ministerial government department and an independent National Regulatory Authority, recognised by EU Directives. Our principal objective when carrying out our functions is to protect the interests of existing and future electricity and gas consumers.


Head of Corporate & Regulatory Finance Policy is responsible for:

  • Leading the team providing corporate and regulatory finance inputs into each of the RIIO2 sectoral price controls. Key outputs are Business Plans following the sectoral strategy decisions (2019); the sectoral Initial Proposals and Final Proposals (2020); and the consequent Licence Modifications (by Q1 2021);
  • Defending the price control Final Proposals against any appeals, including where necessary appearing as an expert witness in front of the CMA;
  • Operating as a lead finance advice for OFTO Tender Rounds 5 and 6 (2019-21); Competition Proxy Model for onshore transmission; and Low Carbon RAB (if applicable)
  • Assisting developing team of motivated and qualified financial advisory professionals.



  • Strong senior background in corporate and regulatory finance, which could come from any regulated sector, but direct experience in the energy sector would be of added value. Ability to apply practical corporate and regulatory finance expertise and insight to this work, allied with a highly developed understanding of both the theory and practice of corporate finance;
  • Deep experience of regulatory finance and economics issues such as cost of capital, financeability, tax, depreciation, pensions and indexation, in a price control context;
  • Experience of managing teams to tight deadlines;
  • Experience of working with investors and/or rating agencies;
  • Numerate and financially literate;


Previous experience at a senior level in a regulatory agency would be ideal but is not necessary.
