Central Partnership Team
The Central Partnership Team has been established to support implementation work of the Economic Growth Statement and is responsible for undertaking a multi-year, significant regulatory reform program partnering with multiple departments and regulators. The work of the Central Partnership Team also supports and is supported by the whole of Victorian Government regulatory reform program.
About the role
The Change Management Lead is responsible for establishing strong change management practices within the implementation of the Central Partnership Team's work program and supporting departments and regulators to identify and mitigating impacts resulting from changes to people, process, systems and culture. You will achieve this by having expertise in change management practices, closely working with implementation teams in departments and regulators and working with the rest of the Central Partnership Team to upskill team members and embed change management in the work program. You will be accountable to:

You will be accountable to:
- Work collaboratively with other departments to develop and deliver effective change management plans and other relevant collateral to support the effective implementation of the program. Facilitate change impact discussions with stakeholders to identify and quantify impacts, risks and issues across the impacted business and technology functions;
- Develop and plan for strategic approaches to change management.
- Support the translation of business and technical change into meaningful training and development plans.
- Support the delivery of training programs with a variety of business and operations stakeholders.
- Communicate with, negotiate and influence, internal and external stakeholders on difficult and sensitive issues.
- Lead small project teams by fostering a positive team culture, prioritising and managing workflow
About you
We are seeking applications from candidates with demonstrable experience in:
- Change management: Proven knowledge and application of change management frameworks and working experience in change management roles. Expertise in developing business readiness, implementation and support models in close conjunction with stakeholders to reduce business disruption, increase take-up and improve customer experience
- Influence and stakeholder communication: extensive experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language
- Conceptual and problem-solving skills: demonstrated capacity to solve complex and ambiguous problems
- Collaboration and teamwork: experience working collaboratively across a range of different teams
- Responsiveness: strong experience in providing timely and fit-for purpose advice and products for key stakeholders for some positions, experience in managing complex projects would be advantageous
Experience and qualifications
- Relevant Organisational Change Management qualification and/or demonstrated equivalent professional experience.
- Change management, design thinking, and agile training and certifications is desirable.
- Change experience in the application of the Prosci methodology is desirable. Preferred Agile delivery certification is desirable.
