Job summary
The Senior Finance Business Partner will be responsible for managing the finances relating to our digital transformation including Research Systems Programme (RSP) and digital team financial area, a highly complex and strategically important activity. This includes investigating and advising on highly complex issues and providing corporate reports, strategic financial and business planning advice in this area.
Main duties of the job
The Senior Finance Business Partner will be responsible for leading the overall management and performance of finance for our digital transformation including digital team and RSP, a highly strategic and financially complex programme. This includes preparing strategic and operational financial information, providing high quality business partnering services to RSP senior budget holder and senior team members and offering critical friend challenge and added value to financial estimates, budgets and forecasts.
They will ensure that they maintain an excellent level of strategic, technical and operational expertise over the financial, employee record and expenses systems in operation.
They will provide a framework of assurance to the Director and Deputy Director including supporting the business planning process, risk management and ensuring compliance with policy and quality management documents.
The post holder will provide high quality, expert technical expertise, advice and challenge to support the preparation of programme business case(s) including responding to subject matter expert requests from DHSC Strategic Finance team.
They will fully support the Deputy Director in providing HRA with financial information including reporting, complex analysis and forecasting as well as general financial support and will provide cover for the Deputy Director as necessary.

- CCAB qualification (which is equivalent to a Post Graduate Degree) or significant equivalent practical experience
- Evidence of commitment to on-going professional & personal development
- Specialist technical knowledge, skills and expertise, post CCAB qualification, across a range of finance business partnering areas including management accounting, financial modelling, business case preparation, financial accounting standards and procedures and auditing.
- Proven track record of advising senior budget holders to deliver most efficient outcomes for complex programmes and budgets, being a critical friend, challenging and advising on alternative courses of action where appropriate.
- Proven track record of making judgements based on sound analysis of highly complex data and issues and collaborating to draw up practical contingency plans and solutions.
