Job summary

An opportunity has arisen for a highly motivated and hard-working individual to join our Financial Management team to fill the post of Finance Assistant.

As a Finance Assistant you will be part of the team providing detailed budgetary support to clinicians, managers and staff. The postholder will provide management accounts support to the community services directorate, however a flexible approach is taken within financial management and our team works to provide support across the organisation as needed.

Knowledge and experience of management accounts is key and experience of the NHS would be desirable, however training and support will be provided.

You might be a part-qualified accountant or accounting student and aiming to complete a CCAB qualification, or you might be AAT qualified.
Main duties of the job

The role supports the Community Services financial management team in the provision of financial information, analysis, and advice to budget holders.

Your duties will include supporting the preparation of monthly financial management accounts, analysing transactions, preparing accruals, completing variance analysis and forecasting. You will support the budget setting and annual accounts processes and you will assist with financial reporting within and external to the ICB. You will assist budget holders to ensure payments are made on time and with proper authorisation.

You will work closely with budget managers and maintain good relationships with a range of professionals and managers and will need to be able to explain financial information to non-financial colleagues.

You will be required to meet tight reporting deadlines, plan your own workload, and produce accurate financial information under time pressure. You will be able to work as part of a team and work flexibly to achieve common goals.

This post will be part home-based and part office-based.

Job responsibilities

As Finance Assistant you will play a critical role in ensuring that we achieve our financial targets and value for money in its commissioning activities. Please refer to the Job Description for full details.

Key aspects of this role will be:

Providing a professional and timely financial reporting service that responds to the needs of budget holders.Assisting in the process to set budgets for SWL ICB. Providing appropriate financial training and support to non-financial managers.

Other duties and responsibilities include:

Financial management

Provides monthly budget reports and financial forecasts to specified commissioning managers in line with the financial reporting timetable. Analyses significant variances and reports these to commissioning managers. Ensures the integrity of ledger coding. Collates activity information and reports on the relationship between activity and financial performance. Identifies key risks in the areas of responsibility and ensures that these are communicated to budget holders and the Senior Management Accountant. Assists budget holders in the identification of QIPP/system savings. Provides financial advice and support in the preparation of business cases. Provides financial training to all new budget holders in the areas of responsibility. Assists budget holders in the operation of Shared Business Services, ensuring that invoices are coded accurately and promptly. Monitoring invoice workflows on Oracle finance system Working closely with budget holders to resolve invoice related issues.

Ensures that budget holders are aware of and are complying with the ICBs Standing Orders, Scheme of Reservation & Delegation and Financial Policies. Responds to audit reports relating to areas of responsibility and assists in the implementation of audit recommendations. Provides information and replies to queries raised by both internal and external auditors.
