Revenue, as the Irish Tax and Customs administration, plays a critical part in securing Ireland’s fiscal, social and economic foundations. Revenue is a highly decentralised organisation with over 90 offices across the country. It has a staff of just over 7,000 and deals with over 4 million personal and business customers. In 2024 over €126 billion gross was collected in taxes, duties and other charges.

Reporting to the Chairman, the Head of High Wealth and Financial Services Division will lead and manage the Division. The Division is responsible for the management and development of service and compliance functions for the State’s most significant high wealth individuals (i.e. with net assets in excess of €20 million) and for the entire financial services sector. It is also responsible for operational policy relevant to the various components of its customer base, including contributing to tax policy and compliance oversight and development, both domestic and international. The Division is responsible for securing a significant proportion of the tax and duty funding the Exchequer and has lead responsibility within Revenue for identifying and tackling tax avoidance and evasion.

The successful candidate will have:

  • Significant senior leadership experience in a large complex organisation. Specialist expertise in the taxation of high wealth individuals and financial services businesses, and in understanding, evaluating and challenging, where appropriate, tax planning and mitigation strategies for this taxpayer base. This could include international tax issues such as residency, exchange of information, and tax avoidance related issues. An excellent understanding of the practical implementation and application of tax law and practice, particularly, income tax, capital taxes, corporation tax, payroll taxes, and the ability to master other taxes such as VAT, excise duties, customs, carbon taxes, environmental levies, etc. An awareness of how high wealth individuals and financial sector businesses operate and are structured from both a legal and commercial perspective and how their tax planning / tax mitigation strategies impact on tax risk. A sound appreciation of legal and accountancy principles and how these apply in practice from a Revenue business tax perspective. An up-to-date knowledge of and insights on how modern tax and duty administrations operate, including the international tax architecture and current developments in that regard. Experience or a soundly based understanding of guiding complex tax cases through the workings of the Irish and EU legal systems.

This is a Top Level Appointments Committee (TLAC) position.
