GENERAL DESCRIPTION OF WORK:

Responsible for ensuring prudent fiscal management of VIA's financial resources, and overseeing all financial analysis and reporting, and developing and monitoring Operating and Capital budgets. Oversees the activities in the departments of Management and Budget, General Accounting, Payroll, and Revenue Accounting.

ESSENTIAL FUNCTIONS:
  • Plans, organizes, and coordinates all functions and activities of the division.
  • Responsible for treasury management functions for VIA's operating and capital funds, and ensures that funds are managed and invested in compliance with the Public Funds Investment Act and VIA's Investment Policy.
  • Handles fiscal responsibilities associated with the long-range capital plan, including generating systemwide financial projections and preparing related financial/operating templates to be submitted to the FTA for Capital Investment Grant program projects. Also, handles oversight of related grants administration, evaluation of financing options, financial modeling, and submission of related Transportation Improvement Plan to the Metropolitan Planning Organization.
  • Handles public finance administration responsibilities, including coordinating VIA's debt financing program, developing related 30-year financial projections, identifying financing needs, making financing recommendations, providing financial and other information for bond official statements and for rating agency reviews, and filing required ongoing disclosure documents with the Electronic Municipal Market Access system.
  • Develops Annual Operating Budget, Five-Year Financial Plan and Capital Plan. Monitors division expenses and takes corrective measures as necessary to meet budget goals.
  • Responsible for development of VIA's Annual Comprehensive Financial Report (ACFR) and coordinates preparation of financial information and statements for audit reports.
  • Preparation of all financial information and reporting for FTA Triennial Review; responsible for all grants administration, submission and reporting to FTA.
  • Prepares a wide variety of documents, presentations, analysis, and related financial and other information for committee and board meetings.
  • Works constructively with a variety of professional consultants, in areas such as financial advisors and project consultants of FTA Capital Investment Grant Projects.
  • Develops, implements and monitors company-wide and division policies and procedures to ensure consistency with good business practices and applicable policies.
  • Develops leadership talent and other skills in subordinates through example, guidance, training and delegation.
  • Fosters teamwork both within and across divisions.
  • Staffs, disciplines, counsels and monitors division personnel.
  • Establishes and implements controls to ensure compliance with division and company goals, budget, quality standards, performance standards and legal requirements.
  • Conducts long and short range planning for division.
  • Maintains liaisons with individuals both inside and outside of VIA.
  • Develops and maintains a timely and accurate reporting system designed to keep the President/CEO, Chief Administration Officer, and Deputy CEO informed of division progress.
  • Complies with all requirements imposed by the President/CEO, Chief Administration Officer, Deputy CEO, and Board of Trustees in an efficient and professional manner.
  • Serves as an Assistant Administrator of the Pension Plan.
  • This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

Bachelor's Degree - preferably in a field related to one or more areas of department responsibility or in Business Administration.

10 years experience in progressively responsible positions to provide an adequate background in a broad range of functions pertaining to mass transit, particularly in one or more of the areas related to the division.

5 years experience in a management position in finance.

Equivalent combinations of education and experience may be acceptable.

ADDITIONAL REQUIREMENTS:
  • Must have a CPA Certificate.
  • Must have thorough knowledge of the principles, practices and techniques of public budgeting and finance, governmental accounting systems, and procedures.
  • Must be able to understand and implement new Government Accounting Standards Board (GASB) statements, as well as put into place sound procedures to ensure ongoing compliance with those new requirements.
  • Must have, or be able to quickly develop, a basic understanding of the division functions.
  • Must have, or be able to quickly develop, a thorough knowledge of applicable governmental regulations and federal, state, and local laws.

PHYSICAL REQUIREMENTS:
  • Physical ability required to be mobile, bend, stoop, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.

  • Works in normal office environment.
  • Requires irregular hours.
