Job Overview & Purpose:
The Manager Operational Risk, New Zealand (NZ) is responsible for providing subject matter expertise, 2nd line oversight and challenge on the development, implementation, execution and effectiveness of the Operational Risk Management and related Operational Risk Management Frameworks (as set out in the Risk Management Strategy) within Region Australia, New Zealand. This includes ensuring that local business requirements, banking practices and local regulator's requirements and expectations are understood and adhered to. With reporting lines to joint Heads of Operational Risk, the role may need to work across both Australia and New Zealand to undertake oversight and challenge as to the effective implementation of the various Operational Risk Frameworks.
Context of Job:
The external environment in relation to Operational Risk Management in Region Australia, New Zealand is largely driven by the requirements of the local regulators in both Australia and New Zealand, as well as through the requirements of the DNB in the Netherlands and the European Central Bank (ECB). Regulatory focus in this area is increasing. Rabobank New Zealand's ability to evidence the existence of a cohesive Operational Risk Management Framework (encompassing all sub-risks) and to demonstrate the effectiveness of its implementation through local and appropriate resourcing to the satisfaction of the Regulator, is key to it being able to provide banking services in New Zealand. This role works across all levels of Rabobank New Zealand to support the broader risk team in building a robust risk aware culture for Rabobank New Zealand.
In addition, as part of a regional team, the role may need to be cognisant of regulatory requirements in Australia. This is required where the same Operational Risk Frameworks are utilised in both Australia and New Zealand.
Key Responsibilities and Accountabilities:
• Perform governance, oversight and advice activities over Operational Risk Management specified Operational Risk Frameworks across Region Australia, New Zealand. This includes where required, the development of relevant policies, standards, procedures and tools of both 1st Line and 2nd line owned frameworks.
• In doing so, the role holder may work under the direction of either the Head of Operational Risk, Australia or New Zealand, taking into the relevant requirements of each country.
• The role holder will also perform oversight, challenge and advice over the identification and assessment of operational risks and controls, risk and control indicators, findings & actions, as well as incidents within the 1st Line. This may be in the context of specific Divisions/Support Functions or specific Operational Risk Frameworks.
• The role holder will support reporting of analysis and interpretation of risks to the Risk Management Committees (RMC) in New Zealand and Australia based on a sound technical understanding of the various Operational Risk Frameworks, a robust and relevant knowledge of the businesses with which they partner, and a sound knowledge of operational risk and current best practice. This will take into account the state of the Rabobank New Zealand / Australia Operational Risk Profile and the results of the oversight activities over the various elements of the Operational Risk Framework.

- Bachelor's Degree or International Equivalent.
- Desirable
- Preference for financial, business, economics or other related undergraduate degree.
- Post graduate education with preference for MBA/CA/master's or similar. Experience:
- A minimum of 3 years related experience in financial services industry. A preference for this experience to have had a focus on controls, auditing, operational risk or process engineering.

- Understanding of Operational Risk Management within the financial services industry and related regulatory standards (Basel II and RBNZ).
- Understanding of banking and finance operations.
- A knowledge of causes, influences and drivers of operational risk.
